Honeywell thermostat died, now will not control a/c. A/c unresponsive

yesterday I noticed it getting warm, and went to check the thermostat. the LCD display was blank. I took it off and looked at it, there was a spot for 3 AAA batteries but not in it – I do not think we have ever put any in it in the years we’ve had it. I put some in there and it came up, put it back on the mount. I have tried just about every setting and nothing happens. It will sometimes say Wait for a period of time but will come up as Cool On yet nothing is happening. I’m guessing power from the thermostat unit to the A/C is broken somewhere? Maybe a fuse, or maybe the unit is broken

I should also mention that I checked the breakers numerous times, none ever tripped. I reset them anyway, nothing changed. Also the outside unit is not frozen up. I let it sit overnight, no change.

Gulf CEO says oil prices could halve by end of year, cause global instability [w/video]

It’s just one in a laundry list of factors, but more fuel-efficient cars could make a difference in lowering oil prices dramatically to half their present levels, plunging to $50 a barrel by the end of the year. That’s what Gulf Oil CEO Joe Petrowski is predicting in a new interview on CNBC‘s Squawk Box, though he is quick to point out that a halving of oil prices doesn’t necessarily translate to a halving of fuel prices. And, as CNN reports, lower oil prices could mean protests in oil-producing OPEC nations.

Petrowski highlights the fact that North America is “producing record amounts of oil and natural gas,” adding that OPEC suppliers are up as well. Additionally, demand from countries like China has ebbed, while the utilities sector has also cut its use of oil. Petrowski estimates that a shortage of pipelines and the need to transport fuel via rail and truck adds about 40 cents a gallon to gas prices. CNN explains that more domestic energy production (and, again, dropping demand in China) means that “demand for OPEC oil may fall by a million barrels a day over the next three years.” Given that Saudi Arabia and other OPEC nations rely on high oil prices to fund domestic spending, lower crude prices could cause instability around the world, from Iran to Venezuela to Russia.

Lower oil prices don’t influence gas prices directly, but, they will have an impact on gas prices – and thus the car market in the US. Right now, the price of regular gas in the States has climbed about 15 cents in the past week to $3.66 a gallon, according to AAA. Prices are about even with a month ago, but have risen about seven percent in the past year. For more, check out a video of Petrowski’s interview on CNBC by scrolling below.

What Is Warmachine: Tactics?

Privateer Press’ Warmachine: Tactics Kickstarter campaign aims to bring the excellent tabletop game to PC and Mac, but its modest goal of just $550,000 seems a little low. You can’t fund a AAA game with a half-million bucks, and developer WhiteMoon Dreams appears to be going for broke in terms of production values. It name-drops Final Fantasy Tactics, XCOM, and Valkyria Chronicles as inspirations, even.

IGN asked Matt Wilson, Chief Creative Officer at Privateer Press about the sustainability of such a low goal, and how far the ambitions of the Warmachine: Tactics video game actually reach.

As of press time, Warmachine: Tactics has raised more than $776,000. It reached its funding goal of $550K in just 35 hours, and Privateer Press/WhiteMoon Dreams have more than three weeks to raise additional funds.

Fitch downgrades European rescue loan fund

Fitch Ratings has cut its credit grade for the European fund that provides rescue loans to Greece, Ireland and Portugal.

The agency says it lowered the rating for the European Financial Stability Facility — or EFSF — by one notch from AAA to AA+ as a result of its downgrade of France last week. The EFSF’s creditworthiness depends on that of the countries that provide its financing, which includes France.

Monday’s downgrade of the EFSF means the fund could have to pay higher interest rates to raise money. Fitch’s rivals Standard & Poor’s and Moody’s have already downgraded it.

The EFSF has been taken over by a new, permanent bailout fund, the European Stability Mechanism. However, it still manages the rescue loans to Greece, Ireland and Portugal.

Fitch Downgrades UK, Citing 90% Debt Threshold Used In Discredited Austerity Research

Here’s an example of why credit-rating agencies might have a bit of a credibility problem.

On one of the most dramatic news days in recent history, Fitch Ratings took the opportunity on Friday to cut its credit rating for the United Kingdom’s sovereign debt to AA+ from AAA. This had zero real-world impact and little news value, but there was one interesting thing about it: The agency based the downgrade on the U.K.’s inability to get its debt down to 90 percent of gross domestic product.

If that number sounds familiar, that’s the threshold made famous by an economic research paper often used to justify government austerity, research that just this week was revealed to be full of errors.

Fitch cuts British bond rating from AAA

The Fitch Credit ratings agency has downgraded Britain’s government bond rating one notch from the top AAA to AA+, citing a weaker economic and fiscal outlook.

Fitch said Friday that the downgrade came because the country lacked “the fiscal space to absorb further adverse economic and financial shocks” that would be consisted with a AAA rating.

The British government has been pursuing an austerity program of spending cuts and tax increases designed to reduce the nation’s hefty deficit. But the economy’s growth has been flat-lining.

Fitch estimated that the U.K. economy was not expected to reach its 2007 level of real GDP until 2014, underscoring the weakness of the recovery.

The Moody’s Investors Service, another rating agency, in February also stripped Britain of its AAA grade.

5 States Taxing Your Gas to Death

America’s drivers have finally started to get some real relief at the pump. According to Bloomberg, gas prices fell 6.8% in March, the biggest drop since November. AAA is reporting that the average gas price in the States is $3.56 per gallon, about $0.35 cheaper than this time last year. Unfortunately, the relief may be short-lived. America’s crumbling transportation infrastructure is screaming for higher funding, and many states are initiating tax hikes. Today we’ll look at the states with the highest tax rates on gasoline, and the strategies that some states are employing to remedy budget shortfalls.

The highest taxes in the land
The federal government taxes gasoline at a rate of $0.184 per gallon, but the total tax burden at the state and local level is often much, much higher than that. California takes first place for the highest state taxes on gasoline. The chart below shows the rest of the top five, but data for every state can be found here.

There are some states that have already started raising taxes on gasoline. For example, Maryland plans to increase its gas taxes by $0.13 to $0.20 over the next three years.

Virginia Governor Bob McDonnell abolished his state’s gasoline tax altogether, generating the estimated $844 million to repair roads and bridges by raising its sales tax, and imposing a tax on wholesale fuel. The state has given local governments the ability to raise their taxes.

One important aspect of Virginia‘s new 3.5% wholesale tax is that it is tied to inflation. A major problem with gas taxes at both the state and federal levels is that they are not tied to inflation, and therefore have had no chance of keeping up with rising repair costs. Maryland will also tie taxes to inflation from this point forward.

A bigger problem
States will do what they can, but there is a larger problem looming in the world of gas taxes. The federal gas tax hasn’t increased since 1993. Given the rate of inflation, that $0.184 per gallon of gas has lost about 40% of its purchase power from 20 years ago. The U.S. Chamber of Commerce is clamoring for increasing the tax and tying it to inflation. It is estimated every one-cent increase generates $1.8 billion in revenue. That is much-needed revenue, given that the Department of Transportation estimates 15% of our nation’s roads are in unacceptable condition.

Foolish takeaway
Some 19 states are making plans for gasoline tax increases, including Iowa, Texas, and Michigan. The plans range from increases as little as a quarter of a penny in Minnesota to $0.10 in Wyoming. You can track the different plans here. Ultimately, even if the world price of oil falls, our

S&P keeps UK at AAA, warns of future rating risk

Standard & Poor’s rating agency says Britain’s cherished AAA long-term credit rating will stay for now — but warned there was still a chance of a downgrade if the economy weakens.

The move comes after fellow ratings agency Moody’s downgraded its U.K.’s triple-A credit rating for the UK one notch to AA1 in February. Moody’s said that sluggish growth and rising debt were weakening the British economy’s outlook.

S&P said Friday that while the U.K. government is “committed to implementing its fiscal program” and can respond quickly to economic challenges, the agency would leave the rating on a negative outlook because it views a one-in-three chance that it could cut ratings over the next 2 years if the U.K.’s economy weakens beyond current expectations.

Midday Report: China Set to Surpass US as Top Importer of Oil

China could soon overtake the U.S. as the biggest importer of oil in the world. The oil cartel OPEC says the shift could happen as early as next year.

The reason is that the shale oil boom here at home has dramatically increased domestic production, reducing the need to import as much oil as we have been for the past several decades.

The U.S. based Energy Information Administration says Chinese imports could top 6 million barrels a day this year, while U.S. imports fall below that level next year.

Will this mean lower prices at the pump for American drivers? Probably not, say the experts.

Shale oil – produced from the controversial process known as fracking – is expensive, so prices are not likely to move dramatically.

However, the U.S. will be less reliant on other nations, especially OPEC countries. And that should make the U.S. less susceptible to big price swings when there is geopolitical unrest elsewhere around the world, or when OPEC tries to manipulate prices.

The U.S. has been the top oil importer for the past four decades, ever since domestic onshore production started to decline. But oil imports fell by 21 percent last year, as the U.S. produced 84 percent of its energy needs.

Domestic production is ramping up so quickly that the IEA now forecasts the U.S. will produce more oil than Saudi Arabia by 2020.

And while the U.S. reduces it dependence on OPEC, China is moving in the opposite direction. It’s requiring more and more imported energy to power its factories and cars, and economists say demand will continue to increase for the foreseeable future.

As for prices, crude oil has tumbled this week, as worldwide demand has weakened. And the price we pay at the gas station has stabilized. AAA says the national average for a gallon of regular now stands at $3.63. That’s down 10 cents from a month ago, and down 31 cents from last year at this time.
