T rex tooth found embedded in prey, restoring dinosaur's reputation

Threats to the fearsome reputation of Tyrannosaurs rex appeared to have been seen off on Monday by fresh evidence unearthed in the US.

The dinosaur’s feeding habits have long been debated by academics, with some claiming that T rex was less a ferocious hunter and more a lumbering slowcoach that scavenged the carcasses of beasts that had died at the claws of others.

The latest evidence comes from palaeontologists who found remnants of a prehistoric skirmish in a slab of rock at the Hell Creek Formation in South Dakota. The clash, which occurred around 66m years ago, involved a T rex and a large, plant-eating hadrosaur, and ended with the tooth of the former lodged firmly in the spine of the latter.

Scans of the tooth and two surrounding tail vertebrae showed clear signs of bone healing around the wound, taken as proof that the hadrosaur was alive at the time of the attack and survived for several months or even years afterwards….

RVania Resident Taxed By New Mexico

Full time RVers have not applied for statehood – yet.  I have not been able to come up with a good estimate of what the population of RVania would be.  I have seen estimates of anywhere from 200,000 to 1,000,000.  The latter would put five states behind RVania in population.  I saw one estimate, a bit implausible, that 500,000 full-time RVers claim South Dakota residence.  That would mean that most of the people who live in South Dakota (Population 833,000 +/-) don’t live in South Dakota.  If you are interested in the RV lifestyle you can find a lot of advice about every aspect of it by googling, including how you should pick your home base.  Not surprisingly, state income tax is a consideration.

Midwest towns brace for more flooding as crests approach

Those fighting floods in several communities along the Mississippi River were mostly successful Sunday despite the onslaught of water, but an ominous forecast and the growing accumulation of snow in the upper Midwest tempered any feelings of victory.

The surging Mississippi was at or near crest at several places from the Quad Cities south to near St. Louis — some reaching 10 feet above flood stage. Problems were plentiful: Hundreds of thousands of acres of swamped farmland as planting season approaches; three people died; roads and bridges closed, including sections of major highways like U.S. 61 in Iowa and Missouri and crossings at Quincy, Ill., and Louisiana, Mo.

The U.S. Coast Guard said 114 barges broke loose near St. Louis on Saturday night, and four hit the Jefferson Barracks Bridge in St. Louis County. The bridge was closed about six hours for inspection but reopened around 8 a.m. Sunday. The runaway barges were corralled but authorities believe a few sank.

Flooding has now been blamed in three deaths — two at the same spot in Indiana and one in Missouri. In all three cases, vehicles were swept off the road in flash floods. High water could be responsible for two more, both in Illinois, where a decomposed body was found Thursday in an Oak Brook creek and a body was found Saturday in the Mississippi River at Cora. Investigations continue.

And the danger is far from over, as spots south of St. Louis aren’t expected to crest until next week, and significant flooding is possible in places like Ste. Genevieve, Mo., Cape Girardeau, Mo., and Cairo, Ill.

Adding to concern is a forecast that calls for heavy rain Monday night and Tuesday throughout much of the Midwest. National Weather Service meteorologist Julie Phillipson said an inch of rain is likely in many places, some places even more.

“That’s not what we want to see when we have this kind of flooding, that’s for sure,” Phillipson said.

Meanwhile, the northern Midwest has received heavy snow this month, and concerns are turning to what happens when it melts and makes its way into tributaries of the Missouri and Mississippi rivers. Forecasters said up to 6 inches of new snow was possible in the Black Hills area of South Dakota through Monday morning.

Hundreds of miles to the southeast, in La Grange, Mo., Lewis County emergency management director David Keith wasn’t bothered by the soggy forecast. Sandbags were holding back the murky Mississippi from La Grange City Hall, a bank and a handful of threatened homes, and the water was receding.

“What we’re worried about now is all that snow melt in North and South Dakota and Minnesota,” Keith said.

A handful of river towns are most affected by the high waters — places like Clarksville, Mo., and Grafton, Ill., that have chosen against flood walls or levees.

These 6 States Tax You the Least

Anywhere you go in the U.S., you’ll still have to pay taxes. But choosing low-tax states to live in can free you from your tax burden a lot faster than in other parts of the country.

The nonprofit Tax Foundation created Tax Freedom Day as a way of easily comparing the relative amount of taxes that people pay to federal, state, and local revenue agencies. You can do the same simply by taking the total you pay in tax and dividing it by your income, telling you what percentage of the year you spend paying your fair share of taxes.

For the U.S. overall, Tax Freedom Day won’t come until this Thursday, April 18, and as we saw yesterday, some states will have to wait quite a while longer before they can declare independence from taxes. But in several states, Tax Freedom Day has already come and gone. Let’s look at the six least-taxed states in the U.S., along with a brief explanation of what makes their taxes so much lower than the rest of the country.

6. South Dakota, April 4
South Dakota makes the list for a couple of key reasons: It doesn’t have an individual income tax, and it doesn’t charge businesses on their corporate income, either. The state gets its income from property and sales taxes, but a state sales tax of 4% with local taxes of about 1.8% still doesn’t raise the total burden too far. Property taxes average less than $1,150 per person.

4 (tie). New Mexico, April 3
Where New Mexico stands out is in low property taxes, with an average of just $633 each year. By comparison, a 4.9% top income-tax rate and a 5.125% sales tax actually bring in a fairly substantial amount of tax, with the state’s per-person sales and excise tax liability among the top quarter of states across the nation. Corporate income-tax rates are also fairly high at 7.6%, although the rate is low enough to have enticed chipmaker Intel to move to the area in the early 1980s and gradually expand its production facilities over time.

4 (tie). South Carolina, April 3
South Carolina‘s tax rates don’t seem all that attractive, with a 7% maximum individual income-tax rate and a 6% sales tax. But low property taxes of just over $1,000 on average help keep total taxes down, and a relatively small business presence leads to very low corporate-tax revenue.

3. Tennessee, April 2
Tennessee’s claim to tax fame is that its 6% income tax applies only to interest and dividend income, leaving wages untouched. Property taxes of less than $800 are also extremely low, although a sales tax of 7% helps the state raise needed revenue. A flat corporate-tax rate was probably one incentive that attracted shipping giant FedEx to locate its headquarters in Memphis.

The 7 States With No Income Tax

There are seven U.S. states with no income tax, yet a life of paying less taxes isn’t as simple as picking up and moving to one of them. You should take into consideration how each state makes money, and also local taxes.

The 7 States With No Income Tax

  1. Alaska
  2. Florida
  3. Nevada
  4. South Dakota
  5. Texas
  6. Washington
  7. Wyoming
     

While these states have no income taxes, they fund themselves through other taxes including property taxes, corporate taxes, and sales taxes. If you are considering moving, you should consider all the taxes in a state and how those will affect your particular situation.

How states make money with no income tax
Let’s go through the states with no income tax one by one using the Tax Foundation’s most recent data, which is for 2010. The Tax Foundation has been collecting data on taxes since 1937 and its data takes into consideration an average of both state and local taxes.

1. Alaska
Alaska is known for its pristine wildlife as well as its oil and gas resources, most notably its North Slope with the famous Prudhoe Bay oil field. Alaska funds itself with royalties from oil and gas production as well as a 9.4% corporate income tax rate. In 2012 oil and gas royalties made up 83% of the state’s revenue and oil and gas corporate income taxes made up just under 8% of revenue. The state has no sales tax but local municipalities have varying sales taxes and property taxes. In 2010, per capita property tax was $1,865, and combined with all other taxes, the per capita state and local tax paid was $3,214 according to the Tax Foundation.

Those 65 and over should note that Alaska exempts senior citizens from the first $150,000 of assessed value for property taxes.

2. Florida
Florida is known for its great weather (minus hurricanes), tourism, and snowbirds. Florida funds itself with a 6% sales tax as well as a 5.5% corporate income tax. The sales tax made up 73% of the state’s revenue in fiscal year 2011-2012, with the corporate income tax making up 8.3%.

In 2010, per capita property tax was $1,507, and combined with all other taxes, the per capita state and local tax paid was $3,728 according to the Tax Foundation.

3. Nevada
Nevada is obviously best known for gambling and tourism. The state funds itself through a 6.85% sales tax. In the 2011-2012 fiscal year, sales and use taxes made up 71% of the state’s revenue. The state has no corporate income tax, which has helped it attract tech companies and start-ups from high-tax California. Many companies take advantage of the lack of a corporate income tax, and Las Vegas in particular is attracting start-ups through the efforts of Zappos’ CEO Tony Hsieh’s DowntownProject. In 2010, per capita property tax was $1,297, and combined with all other taxes, the per capita state and local tax paid was $3,297 according to the Tax Foundation.

Alice Cooper, Doors guitarist playing at academy

A pair of Rock and Roll Hall of Famers took the stage Thursday in South Dakota for the first show in a week of concerts benefiting a music academy for Sioux Falls Boys & Girls Clubs members.

Alice Cooper and guitarist Robby Krieger of The Doors jammed with a who’s who of ’80s glam and metal to help christen the $3.6 million Brennan Rock & Roll Academy in Sioux Falls. Also performing: Joey Allen of Warrant, former Skid Row frontman Sebastian Bach, and Eric Singer and Tommy Thayer of Kiss.

“These guys all know my songs, so I’ll be doing four or five of my songs, and then a couple of Doors songs,” Cooper told The Associated Press before the show.

He said he was looking forward to performing the late Jim Morrison‘s parts on “Break on Through (To the Other Side) and “Back Door Man.”

“I’m filling in for Jim tonight. I’ve done it many times,” Cooper said.

The all-star band also planned to perform some Kiss songs and a little Skid Row.

The $1,000-a-ticket concert is a fundraiser for the center, which is the brainchild of Sioux Falls native Chuck Brennan. Brennan, the founder of short-term lender Dollar Loan Center, based his idea on Cooper’s Solid Rock Foundation in Phoenix.

Cooper said about 100 kids a night are flocking to his Solid Rock center, which opened about two years ago.

“If you take one kid out of a gang and get him involved in rock ‘n’ roll or get him involved in a guitar or bass or drums, you don’t just change that kid, you change the neighborhood,” he said.

The Sioux Falls academy has had the feel of an exclusive, intimate venue this week, but starting in April it will become the afternoon home for young people looking to learn or improve their skills in guitar, bass, drums, keyboards or vocals.

Lessons will be given in nine soundproof rehearsal rooms, five of which are wired to a professional mixing and recording studio. The four upstairs rehearsal rooms will honor Kiss, with each decorated as an homage to the band members’ characters: The Demon, Starchild, Catman and Spaceman.

SIOUX FALLS, S.D.— South Dakota Sen. Tim Johnson was expected to announce his retirement Tuesday, making the state the fifth where Democrats will have to defend a seat without an incumbent seeking re-election. The decision opens up a 2014 race that Republicans had already labeled as a top target to grab a seat.

Johnson, the chairman of the Senate Banking Committee, is expected to say Tuesday afternoon that he will not seek a fourth term in the Senate next year.

Former Gov. Mike Rounds, a Republican, had announced plans last year to challenge Johnson, who still is coping with the constraints of a 2006 brain hemorrhage that left his speech impaired and limited his mobility.

By stepping aside, the 66-year-old Johnson, who had never lost an election, leaves South Dakota Democrats searching their youthful prospects for a potential successor.

“I believe South Dakota moves into the top slot as the most likely Republican pickup,” said Greg Strimple, a Republican pollster and past consultant to the National Republican Senatorial Committee.

Is Your State Embracing Obamacare?

Medicaid expansion is coming — but not the way Obamacare predicted.

The Affordable Care Act hoped to broaden Medicaid  to include any patients under the age of 65 with earnings that fall below 133% of the federal poverty level. Financing would come from the federal level for the first few years before shifting some of the burden to the states. That potential spending has a number of state leaders scrambling to find­ ways to incorporate patients without explicitly signing on for the expansion.

What does this mean for the newly-eligible set to join Medicaid next year?

These groupings are based on comments from state leaders who have spoken publicly in support or rejection of expansion. But states continue to pursue deals with the feds. Maine falls into the “Not Expanding” category above, but Gov. LePage has asked the feds to pick up the state’s full Medicaid tab for 10 years, rather than the three years covered by the ACA. If the Department of Health and Human Services, or HHS, agrees, Maine could switch into the “Expanding” row.

But the most significant negotiations could occur due to a waiver Arkansas received from HHS, allowing for the use of federal funds to buy private insurance for the Medicaid eligible. Ohio and Florida are among the states that might follow Arkansas’ example. This path would allow politicians to be perceived as against the expansion without actually excluding the newly-eligible patients.

Expanding role for private insurers
Health insurance exchanges, or HIX, will commence next year to let people comparison shop for insurance plans. Some states will have their own HIX while others will participate in a federal exchange.

While Aetna offers Medicaid coverage in several of the states leaning toward expansion, it’s well-rounded behemoths like WellPoint and UnitedHealth that have the greatest earnings potential regardless of each state’s decision. Both companies offer Medicaid in more than 20 states and could potentially gain customers through the traditional Medicaid route and the private waivers.

But the expansion also carries risk for insurers. As fellow Fool Brenton Flynn noted, Medicaid beneficiaries were mostly children. The newly-eligible includes a higher percentage of older patients, and with that the number of health conditions that require treatment.

Earlier today at the Newseum in Washington, DC, leaders in education and business congratulated Santa Barbara City College from California and Walla Walla Community College from Washington for being selected as co-winners of the 2013 Aspen Prize for Community College Excellence. Kingsborough Community College – CUNY from New York and Lake Area Technical Institute from South Dakota were honored as finalists-with-distinction.

Tom Brokaw’s Path From College Dropout To NBC News Anchor (VIDEO)

Before he became a legendary journalist and news anchor, Tom Brokaw was a promising high school graduate embarking on his collegiate journey — but his path didn’t go quite as planned. In this clip from “Oprah’s Master Class,” Brokaw recounts his turbulent college experience, which included dropping out of the University of South Dakota. He also reveals the event that catapulted him toward his successful TV news career.

Considering Brokaw‘s impressive high school résumé — he had been an athlete and outstanding student who had won leadership awards — everyone who knew him expected his successes to continue in college. “I came out of high school a real whiz kid,” Brokaw says in the clip. “[But] I went completely off the rails at the University of Iowa.”

This included frequently skipping class, the journalist reveals. “I was not going to class. I was having a good time,” he admits. “Woody Allen says that 90 percent of life is showing up; I was in the other 10 percent.”
