Senators push for changes in NSA data collection

Several U.S. senators will push for changes in the way the National Security Agency collects the telephone records of millions of U.S. residents, with lawmakers saying they will focus on making the NSA program more transparent to the public.

Some members of the Senate Judiciary Committee said Wednesday they will introduce legislation targeting the NSA telephone records collection program.

Senator Al Franken, a Minnesota Democrat, said he will introduce a bill this week that requires the NSA and other agencies to make public the number of U.S. residents they have collected information on, and how many resident have had their information reviewed by federal agents. The bill would also allow companies to disclose the number of surveillance requests they get from government agencies, a change Google, Microsoft and other companies have asked for.

“There is a critical problem at the center of this debate and that’s the lack of transparency around these programs,” Franken said at a committee hearing on NSA surveillance programs. The secrecy around the NSA surveillance programs is “bad for privacy and bad for democracy,” he added.

He was warned about nominating former Treasury Secretary Larry Summers as chairman of the Federal Reserve and faced questions about his health care law. House Republicans head home for the August break having done little to pass immigration reform, falling well short of Speaker John Boehner’s goal of voting on legislation before next week’s monthlong recess begins. But far from a failure of leadership, top House Republicans are casting the inaction as a tactical play designed to boost reform’s chances.

Keeping immigration on the back-burner helps avoid a recess filled with angry town-hall meetings reminiscent of the heated August 2009 protests where the backlash against health care reform coalesced. Doing nothing also starves Democrats of a target, Republicans argue.

“August was a central part of our discussions. People don’t want to go home and get screamed at,” a House GOP leadership aide said.

Instead, they’ll go home and talk about the need to stop government overreach, trying to draw voters’ attention back to the now largely dormant IRS controversy and the dismantling of Obamacare, a message that plays well with the Republican base.

But more than that, Republicans say, the delay in dealing with immigration helps them internally.

Fixing Our Broken Immigration System: The Economic Benefits to Agriculture and Rural Communities

We have to make sure that every business and every worker in America is playing by the same set of rules. We have to bring this shadow economy into the light so that everybody is held accountable — businesses for who they hire, and immigrants for getting on the right side of the law. That’s common sense. And that’s why we need comprehensive immigration reform.”

Today, the White House released a report, Fixing Our Broken Immigration System: The Economic Benefits to Agriculture and Rural Communities, detailing the important benefits provided by the bipartisan Senate immigration reform bill for the domestic agriculture sector, its workforce, and rural American communities.

As the report states, in recent years, the agriculture sector has seen strong growth, with farm income and agriculture exports both reaching historic highs. In 2013, net farm income is forecast to total $128.2 billion, which would be the highest level since 1973 after adjusting for inflation. Much of this growth is due to the demand for American agricultural exports: the value of agricultural exports has steadily risen in recent years and is projected to reach $135.8 billion in Fiscal Year 2013, which would also establish a new record.

But there’s more work to do, and currently the agriculture industry is hampered by a broken immigration system that fails to support a predictable and stable workforce. Among all economic sectors, the U.S. agriculture sector is particularly reliant on foreign-born workers. Agricultural producers cite difficulty in locating qualified available authorized workers—both foreign and domestic—as one reason for the high rate of undocumented labor. Moreover, there continue to be insufficient U.S. workers to fill labor needs: of those crop workers surveyed between 2007 and 2009, 71 percent were foreign born. By providing a path to earned citizenship for currently unauthorized farmworkers, the bipartisan Senate bill gives unauthorized workers and their families the security they need to invest in their own skills and education and pursue higher-paying employment.

In June, the Senate passed historic legislation that is largely consistent with the President’s principles for commonsense immigration reform with a strong bipartisan vote. This bill would strengthen border security while providing an earned path to citizenship for undocumented farmworkers who are vital to our nation’s agriculture industry, and a new temporary worker program negotiated by major grower associations and farmworker groups. If enacted, the Senate bill would provide a path to earned citizenship for undocumented farmworkers that includes paying a fine, their full share of taxes and is estimated to allow an estimated 1.5 million agricultural workers and their dependents to earn a legal status, and eventually citizenship.

Margaret Spellings, George W. Bush Foundation President, Calls For Education Legislation Transparency

Margaret Spellings, the former George W. Bush Administration Education Secretary, joined Huffpost Live at the Aspen Ideas Festival to recommend solutions to the education crisis. Spellings, who was recently appointed as the President of the George W. Bush Foundation, advocated for Congress to reflect more specifically on past legislative results when developing education bills — more specifically the No Child Left Behind Act, which she helped design during her time under the Bush Administration.

“No Child Left Behind, as I said, is way past due for, you know, building on the lessons that we’ve learned in that period of time and making some tweeks and some improvements, and we can and we should do that,” she told Ahmed Shibab-Eldin of HuffPost Live.

West Hollywood Gay Bars To Pour Stoli In Gutters In Protest Of Russian Oppression Of Gays

West Hollywood gay bars and supporters are planning on pouring bottles of Stoli vodka into gutters in protest of Russia’s oppression of gays.

West Hollywood City Councilman John Duran is asking gay bars to join in a ceremony on Thursday at Micky’s bar to dump Stoli down gutters to raise awareness that multiple bars in the U.S. are boycotting the product. West Hollywood Councilman John D’Amico will also join in the ceremony, WeHo News reports.

Duran told the paper that his Russian President Vladimir Putin’s anti-gay legislation “broke his heart,” especially because he toured Russia with the LA Gay Men’s Chorus 15 years ago. At that time, Duran “met such a phenomenal community of gay and lesbian people. They were active, creating a vigorous community,” he told WeHo News.

Big Government and Central Banks: The Real Criminals

The British government has announced that it will be proposing legislation to have senior bankers face prison for “reckless” risk taking. This news item underscores two dangerous trends. The first is the largely unremarked upon phenomenon of modern democratic governments criminalizing more and more activities. In the U.S., for example, numerous prosecutions have been successfully pursued against corporate managers for the activities of subordinates that the managers didn’t order or even know about. Isn’t it a basic tenet of law that you can’t be charged with a crime you didn’t commit? A corollary to this is penalizing people for offenses they didn’t know they had committed. Yes, there has always been the axiom that ignorance of the law is no excuse. But that is for basic crimes like thievery, which you should know is illegal. In recent years, however, governments–especially regulators such as the EPA–have issued voluminous rules that can easily catch the unwary. The federal tax code is notorious for this. The frightening truth is that if the federal government wants to “get” you or your business, it can. There’s no way for law-abiding citizens not to get ensnared in the regulatory maw. Noted social observer and author Charles Murray is writing a book on what he rightfully describes as the increasing lawlessness of the U.S. government. The blizzard of new rules, many of them vaguely worded, undermines the basic foundation of the rule of law: simplicity and predictability. Murray finds the phenomenon far more widespread than most people realize. The recent Inspector General’s report on extensive, deliberate IRS abuses is but the tip of the iceberg. Another disturbing thing about the British news report is its reflection of the naive belief that more regulation means a safer, less risky financial system and economy. Big Government here and in Europe has perpetrated the astonishing myth that the recent financial crisis was caused by reckless and greedy private-sector bankers. No wonder the public howls for bankers’ heads. The real villains here were governments, particularly central banks. Experience has demonstrated time and again that when a country undermines the value of its currency, bad things happen. Both in the 1970s and in the early part of the last decade the Federal Reserve continually devalued the dollar, and other central banks followed suit with their monies to varying degrees. The result, predictably, was a commodities boom, a surge in prices for houses and farmland, a binge in government spending and a drought in productive investments. Just as a virus corrupts information in a computer, an unstable currency distorts markets. Take housing. People really believed that housing prices could only go up and up. No wonder lending standards went down. If a buyer defaulted, so what? The always appreciating asset would easily cover the mortgage. Under those circumstances purchasing a house with debt and little or no down payment looked like a sure, easy way to get rich. Chris Christie Pressed To Enact Gay Marriage By GOP Lobbyist Hazel Gluck

A longtime New Jersey Republican stalwart and confidante to two former GOP governors is now pushing Gov. Chris Christie (R) to end his opposition to same sex marriage in the state.

Hazel Gluck, a former state transportation and insurance commissioner who was also a top lobbyist, told NorthJersey.com on Sunday that she has joined forces with same sex marriage advocates to press Christie to sign marriage equality legislation. Christie has vetoed the state’s gay marriage bill, saying that he believes the public should vote on the issue. The move pits Gluck, a moderate Republican who recently came out, against a Republican governor who is leading his Democratic opponent, state Sen. Barbara Buono (Metuchen), by over 30 points in recent polls.

Gluck said that while it would be tough to get Christie to reverse himself on the issue, she believes that a dialogue must start. While she is retired as a lobbyist, she expected to use her former skills.

State and Local Leaders Press Case for Commonsense Immigration Reform

As commonsense immigration reform moves from the Senate to the House, a growing coalition of elected officials from across the country is urging Congress to fix our broken system. Last month, we heard from bipartisan state and local officials from the South, Southwest, Northeast, West, and Midwest on why they support immigration reform and how it will help their communities. In the past few weeks, state and local elected officials have further intensified their efforts to urge Congressional action.

State and local elected officials understand that commonsense immigration reform is the right policy for our country and makes good economic sense for middle class families. Earlier this month, the White House released a report highlighting the numerous and varied economic benefits of fixing our broken immigration system, including helping to grow our economy by creating new business and jobs.

Yesterday, White House Domestic Policy Council Director Cecilia Muñoz spoke about the local economic costs of inaction on the federal level:

“Because the crux of the matter is that, while Congress and the federal government have the authority to set immigration law and enforce it, local governments live with the results of what Congress does and fails to do.”

Below are some of the elected officials who recently added their voices in support for commonsense immigration reform:

On July 17th, Governors from 15 states sent a letter to Congress urging them to pass commonsense immigration reform and highlighting the economic benefits to their states.

“We all recognize that immigrants contribute a great deal to our economy and our culture. We should make sure they are fully integrated into the social, civic and economic fabric of American life and have access to the same opportunities to succeed as everyone else. As Governors, we encourage you to adopt bipartisan, comprehensive immigration reform legislation that reflects the values of our nation and contributes to the growth of our economies.”

After the U.S. Senate approved a comprehensive immigration bill on June 27th, the U.S. Conference of Mayors issued the following statement:

“The nation’s mayors applaud the Senate’s decisive passage of bipartisan legislation that will repair our broken immigration system…We urge the House of Representatives to follow the Senate’s strong lead and adopt comprehensive, bipartisan immigration reform legislation this year. This is the right thing to do for our families, our cities, our economy, and our country.”

MR. CARNEY: Welcome to your White House briefing. I'm glad you're all here, and I'm here to take your questions and to provide candid and succinct answers. (Laughter.) Josh.

Q Thanks, Jay. To start with immigration, Republicans are taking issue with that tweet this morning from Dan Pfeiffer, saying that a Spanish language newspaper had nailed the cruel hypocrisy, the GOP plan, to allow legalization just for the DREAMers. I'm wondering if you can clarify, does the White House oppose that piece of legislation?

MR. CARNEY: What Dan was pointing out is that La Opinion opposes the approach being taken by some Republicans, which would avoid the essential responsibility to address immigration reform in a comprehensive way. And what La Opinion makes clear is that a bill that would allow some so-called DREAMers to stay in this country and become the Americans that they've long felt they were, because of their status and the fact that they came here when they were so young, but then deport their parents is hardly a workable solution.

The President believes that we have to address this in a comprehensive way. That is the right thing to do. And the idea that you can, oh, I don't know, declare yourself to have been more committed than anyone to improve our immigration system and then have nothing to show for it is a little laughable.

Q But are you concerned that by throwing cold water on that notion that they're looking at, that you're essentially closing the door to having something emerge through the House that you could have a conference committee with the signed bill that you do like? I mean, isn't that ultimately what the goal is here?

MR. CARNEY: Well, let's just be realistic about what we're saying here. Republicans opposed the DREAM Act when it was presented as a possibility, just like they opposed comprehensive immigration reform previously. The President has taken action to make sure that there is prosecutorial discretion, if you will, in the enforcement of our immigration laws that has provided relief to some DREAMers, DREAM Act kids. And, meanwhile, he has pressed for comprehensive immigration reform, and that effort has enjoyed substantial bipartisan support in the Senate and around the country. Businesses, labor, law enforcement communities, faith communities support this effort.

It's good for the economy. It reduces the deficit. It extends the solvency and viability of Social Security. Some of the goals that conservatives say they most cherish are addressed in comprehensive immigration reform.

And what I think the editorial in La Opinion reflects is the need for all of us, but perhaps mostly Republican leaders, to pay some attention to the Spanish-language media in this country, because that media are making clear that they expect action from Congress and that they hold those who oppose common-sense solutions to this …read more

There’s a spam email zipping around the internet that purports to be a congressional reform plan from Warren Buffett.

The problem is, the email – like so many internet missives – is full of misleading half-truths. So I wanted to set the record straight and give you a plan that would actually work to reform our broken system.

In actuality, the Buffett Plan would reform congressional budgeting – not Congress itself. He explained it during an interview on CNBC in 2011.

The outline of his proposal is relatively simple. Here’s what Buffett said: “I could end the deficit in five minutes. You just pass a law that says that any time there’s a deficit of more than 3% of GDP, all sitting members of Congress are ineligible for re-election. Yeah, yeah, now you’ve got the incentives in the right place, right? (Laughs).”

Buffett understands that working with politicians is all about incentives; and today, all the incentives are wrong. Buffett understands that what motivates members of Congress is re-election. If you want to balance the budget, just tie successful budgeting to re-election.

An Insider at Heart

Most Americans don’t remember him, but Warren Buffett’s father was a Republican congressman from Omaha. So when Buffett talks about Congress, he has an insider’s view of how the institution really works. And his budget reform plan creates the incentives necessary to make the institution work.

The incentives for members of Congress are currently upside-down. To get re-elected, congressmen spend nearly half their time raising money. To raise money, they spend hours making calls and attending events with the special interest representatives who grease the campaigns’ wheels with money.

As a result, legislation is full of crony capitalism and special interest goodies.

But with the Buffett plan, we’d get the deficit under control and likely balance the budget. And to further reform Congress, I believe we should make a few additional changes to the business of influence peddling (also known as lobbying.) You see, the most popular gig for former members of Congress is to become a lobbyist.

My first reform would be to close this revolving door by instituting a lifetime ban that keeps members of Congress from becoming lobbyists.

After former member lobbyists, the next group to join the profession in droves is congressional staff. I would also ban former staff members from lobbying their former bosses. Currently, this is one of the dirtiest secrets in Washington. You see, lobbying firms target specific congressmen. And the firms love to hire the former staff assistants of their target congressmen, giving the firm direct access to the people they’re trying to influence.

If you work for Senator X or Congressman Y, you shouldn’t be allowed to come back to your old boss and lobby him or her.

To make this ban work, we’d need to require “Lobbying Entities” to report on the former members of Congress and former congressional staff whom they employ. And that could be done with a simple website.

It All Comes Full Circle

ObamaCare is at the center of a rapidly escalating fight that threatens to shut the government down this fall. [WATCH VIDEO]

Senate Republicans, including two members of the leadership, are coalescing around a proposal to block any government funding resolution that includes money for the implementation of the 2010 Affordable Care Act.

But such a move is a nonstarter for President Obama and congressional Democrats. Republicans have tried this maneuver in Obama’s first term, only to back off later to the chagrin of Tea Party leaders.

This time, GOP lawmakers are emboldened by problems plaguing the administration’s ObamaCare implementation. But that zeal could put Speaker John Boehner (R-Ohio) and Minority Leader Mitch McConnell (R-Ky.) in a tough spot. Both leaders have downplayed previous talk of shuttering the government.

In the House, 64 Republicans have signed onto a letter pressing Boehner not to bring any legislation funding ObamaCare to the floor.
