House Republicans head home for the August break having done little to pass immigration reform, falling well short of Speaker John Boehner’s goal of voting on legislation before next week’s monthlong recess begins. But far from a failure of leadership, top House Republicans are casting the inaction as a tactical play designed to boost reform’s chances.

Keeping immigration on the back-burner helps avoid a recess filled with angry town-hall meetings reminiscent of the heated August 2009 protests where the backlash against health care reform coalesced. Doing nothing also starves Democrats of a target, Republicans argue.

“August was a central part of our discussions. People don’t want to go home and get screamed at,” a House GOP leadership aide said.

Instead, they’ll go home and talk about the need to stop government overreach, trying to draw voters’ attention back to the now largely dormant IRS controversy and the dismantling of Obamacare, a message that plays well with the Republican base.

But more than that, Republicans say, the delay in dealing with immigration helps them internally.

Insufficient brake force blamed in Canada crash

Officials say insufficient brake force was applied before an oil train slammed into a town in Quebec on July 6 and killed 50 people.

Donald Ross, chief investigator for the Transportation Safety Board of Canada, said Friday the insufficient brake force could be due to mechanical problems with the handbrakes, or a problem with the way someone applied them.

The unmanned train belonging to the Montreal, Maine & Atlantic railway carrying 72 cars of crude oil slammed into the heart of Lac-Megantic, setting off massive explosions.

A spokesman for the agency says it’s had a closer look at 25 tanker cars since gaining access to the blast site two days ago — and has taken pictures and samples.

Police find evidence of explosion near mosque

Counter-terrorism police said Friday they had found evidence of a three-week-old explosion outside a mosque in the West Midlands, one of a spate of similar attacks in recent months.

The Wolverhampton Central Mosque was evacuated on Thursday night following the arrest of two Ukrainian men suspected of involvement in explosions at two other mosques in the area.

Police said debris from an explosion was found on a roundabout, and early indications suggested it had blown up on June 28.

“The debris… has been declared safe and further detailed forensic enquiries will be conducted at the scene throughout the day,” the force said in a statement.

Friday prayers were expected to proceed at lunchtime as normal at the mosque.

The find comes after two Ukrainian men aged 22 and 25 were arrested on Thursday as part of an investigation into explosions near mosques in the nearby towns of Tipton and Walsall.

They were arrested on suspicion of being involved in the commission, preparation or instigation of an act of terrorism.

“We recognise the impact news of the latest find will have on the communities of Wolverhampton and further afield,” said police Assistant Chief Constable Marcus Beale.

“We’re working hard to complete our enquiries so that the area can be returned to normality.”

There has been a rise in anti-Muslim incidents in Britain since May, when a soldier was hacked to death on a London street in a suspected Islamist attack.

The explosion at the mosque in Tipton on July 12 coincided with the funeral of 25-year-old Lee Rigby, who was murdered in broad daylight near his barracks in Woolwich, southeast London.

Bomb experts seal off Wolverhampton mosque

A military bomb disposal team has been called to a mosque in Wolverhampton and the surrounding area evacuated after police received a warning of “possible device activation”.

West Midlands Police cleared Wolverhampton Central Mosque at around 8pm Thursday to ensure “the absolute safety and security” of the community.

The operation came after information was unearthed in the investigation into the recent attacks at nearby mosques in Walsall and Tipton.

Two men, both Eastern European, were on Thursday arrested under the Terrorism Act in connection with the explosions.

Searches and checks were set to continue overnight, police said.

Wave of bomb blasts in Iraq kill at least 28

A wave of explosions tore through overwhelmingly Shiite cities south of Baghdad shortly before the Muslim faithful broke their Ramadan fasts on Sunday, killing at least 28, according to officials, part of a surge of violence that is raising fears Iraq is sliding back toward full-scale sectarian fighting.

The coordinated attacks followed shootings and bombings in the north earlier in the day that killed six others.

Insurgents have been pounding Iraq with bombings and other attacks for months in the country’s worst eruption of violence in half a decade. The pace of the killing has picked up since the Muslim holy month Ramadan began Wednesday, with daily mass-casualty attacks marring what is meant to be a month of charity and peaceful reflection.

Violence in Iraq has risen to its deadliest level since 2008, with more than 2,700 people killed since the start of April. The spike in bloodshed is fueling fears that Iraq is again heading toward the widespread sectarian killing that peaked in 2006 and 2007, when the country teetered on the brink of civil war.

Insurgents often increased attacks during Ramadan in the years following the 2003 U.S.-led invasion. Pious Muslims go without food, drink, smoking and sex in the daytime during the holy month, when feelings of spiritual devotion are high.

Sunday’s explosions struck shortly before the evening iftar meal that ends the daylong fast during Ramadan.

At least eight people were killed and 15 were wounded in the southern port city of Basra when a car bomb and then a follow-up blast went off near an office of a Shiite political party, according to two police officers. Basra is a major oil industry hub 550 kilometers (340 miles) southeast of Baghdad.

Another car bomb exploded among shops and take-away restaurants in central Kut, 160 kilometers (100 miles) southeast of Baghdad. The provincial deputy governor, Haidar Mohammed Jassim, said five people were killed and 35 wounded.

Police reported additional car bomb explosions that left four dead in a commercial street in the Shiite holy city of Karbala, five near an outdoor market in Nasiriyah and six near a Shiite mosque in Musayyib, and more than 60 wounded in total.

Earlier in the day, police said gunmen killed two soldiers in an assault on their security checkpoint in the restive city of Mosul, 360 kilometers (225 miles) northwest of Baghdad.

Hours later, a roadside bomb killed a municipal council member and his son in a town near Mosul. Gunmen in another area just south of Mosul also sprayed a security checkpoint with bullets, killing two policemen.

Hospital officials confirmed those casualty tolls. Officials spoke on condition of anonymity because they weren’t authorized to release the information to reporters.

There has been no claim of responsibility for the recent wave of attacks, but Sunni extremists, including al-Qaida’s Iraq branch, are believed to be responsible for much of the killing. They frequently target Shiites, security forces and civil servants in an effort to undermine the Shiite-led government in Baghdad.

Police say the deadly blasts struck shortly before the evening iftar meal that ends the daylong fast during the holy month of Ramadan. They reported four dead in Karbala, five in Nasiriyah and six in Musayyib. Hospital officials confirmed the casualty tolls.

Officials say powerful explosions also struck the cities of Kut and Basra, but they were unable to provide casualty figures.

The officials spoke on condition of anonymity because they weren’t authorized to release the information to reporters.

Iraqi is being hit by its worst waves of violence in years, raising fears the country is heading back toward the widespread sectarian fighting that peaked in 2006 and 2007.

Quebec runaway oil train victims honored

Church bells are tolling 50 times in a small Quebec town in memory of the 50 people who died after a horrific train derailment a week ago.

The chimes at Ste-Agnes Church rang Saturday, followed by a minute of silence in the picturesque lakeside town devastated by the runaway train.

Besides the 28 confirmed dead, 22 others are presumed dead.

When the clock struck 1:14 a.m. Saturday morning, it marked one week to the minute that a locomotive and 72 tankers carrying shale oil began slammed into downtown Lac-Megantic after rolling down a slope and gathering speed. The crash and ensuing explosions destroyed homes, businesses, and the Musi-Cafe bar that was filled with people.

The Montreal, Maine and Atlantic train had been parked overnight a few miles away.

In the night, train brings grief to Quebec town

It was surely the most festive spot in town as a Friday night turned into a Saturday morning at the Musi-Cafe — a full house, live music, plenty of beer and nachos to animate long-time friends.

Among the dozens enjoying themselves in the pub was a sizable contingent of the Lafontaine clan, celebrating the 40th birthday of a daughter of prominent local businessman Raymond Lafontaine.

Four days later — having lost a son and two daughters-in-law who were among the revelers — Lafontaine stood near a throng of reporters on a street near the town center, watching them pepper an American railroad executive with questions.

“I wanted to see my children’s killer,” Lafontaine said. “And I wanted to see the killer of other people from here who didn’t ask to die.”

Any possible culpability on the part of the railway remains to be determined; police say their criminal investigation will proceed slowly and carefully. But it is fact that an unmanned Montreal, Maine and Atlantic freight train with 72 cars carrying shale oil turned into a runaway death machine — rolling away from its overnight parking spot, barreling for miles down an incline in the dark of night, derailing in the heart of Lac-Megantic at 1:14 a.m. on July 6, and snuffing out 50 lives when a series of explosions set off a ferocious fire.

For some, it became known as “the train of death.” For others in the close-knit, French-speaking town, it was “le train d’enfer” — or “the train from hell.”

Gilles Fluet, a 65-year-old retiree who used to work at a door-making factory, left the Musi-Cafe just moments before the first explosion and saw the train go by.

“It was moving at a hellish speed … no lights, no signals, nothing at all,” he said. “There was no warning. It was a black blob that came out of nowhere.”

“I realized they were oil tankers and they were going to blow up, so I yelled that to my friends and I got out of there,” he said. “If we had stayed where we were, we would have been roasted.”

Those who were still in the pub, he said, “had no chance.”

Somali fighters kill at least five in wave of attacks

Somali insurgents killed at least five people Friday in multiple attacks in the capital Mogadishu, with a suicide bomber ramming an African Union convoy while later a grenade was thrown into a hotel.

Police official Ahmed Muktar said that three people were killed when a car laden with explosives smashed into the armoured AU convoy, the latest in a string of explosions in the dangerous capital.

Al-Qaeda linked Shebab fighters claimed members of their suicide brigade carried out the attack, calling it “a martyrdom operation targeting a convoy of crusaders”.

The hardline fighters boasted it would be “one of many that will make the kuffar (unbeliever) relinquish all hope in Mogadishu,” they said in a statement.

In previous years, the Muslim holy month of Ramadan — which began this week — has seen a surge in Shebab attacks, with gunmen urged on by extremist preachers.

“I saw a car speeding towards the convoy, then it was a huge explosion, buildings all around were rocked by the blast,” said Hussein Gure, a witness who was driving nearby when the car exploded.

Witnesses said that a mass of roadside shacks near the blast site had been reduced to rubble.

The AU mission confirmed a car packed with explosives “attempted to hit” one of their armoured troop transport vehicles along one of Mogadishu’s main central highways, but that none of its troops were killed in the blast.

The Shebab have carried out a series of bombings and killings aimed at overthrowing the internationally-backed government.

Later on Friday, unknown insurgents hurled a grenade into the Barwaqo hotel in central Mogadishu, killing two people and wounding at least 10.

“There was a loud explosion, people were wounded, two people were killed,” said Ahmed Yasin Ibrahim, who was near the hotel during the attack.

Prime Minister Abdi Farah Shirdon called the attacks “acts of terrorism” but vowed that they “will not derail the progress made in Mogadishu and across Somalia.”

In the past year, the Shebab have lost a string of towns to the 17,700-strong AU troops, which fights alongside government soldiers.

“The enemies of peace show their true colours to the world,” Shirdon added. “Muslims killing Muslims in the holy month of Ramadan.”

Shebab spokesman Abdulaziz Abu Musab also claimed responsibility for a bomb beneath a fuel tanker belonging to the AU force in the town of Afgoye, northwest of Mogadishu.

That attack could not be immediately confirmed.

Despite recent infighting inside the Shebab — including the recent killing of top leaders in a bloody purge — analysts warn the extremist group is far from defeated.

Last month Shebab suicide commandos carried out a brazen daylight attack on a fortified United Nations compound.

Key Shebab strongholds remaining include rural southern and central Somalia, while another faction has dug into remote and rugged mountains in the northern, semi-autonomous Puntland region.

Syrian TV reports blast near Damascus school

Syrian state-run TV says an explosion has taken place near a school in the capital, Damascus.

The TV says the blast struck on Monday in the capital’s western neighborhood of Mazzeh. State-run news agency said there are casualties.

Damascus has been hit by a string of explosions in recent months that has left hundreds of people dead or wounded.

The Syrian government says Muslim extremists trying to overthrow President Bashar Assad are to blame for the attacks.

Syria‘s conflict started with largely peaceful protests against Assad’s regime in March 2011 but eventually turned into civil war. The United Nations says that more than 70,000 people have been killed in the conflict so far.
