US indicates Rwanda hasn't assured safe passage

The top U.S. State Department official on Africa is indicating that Rwanda has not assured the safe passage of the internationally wanted Congolese warlord now holed up at the U.S. Embassy in Kigali.

Assistant Secretary of State Johnnie Carson told reporters via conference call Wednesday the U.S. hopes Rwanda will cooperate with the request by Bosco Ntaganda to travel to the International Criminal Court in the Netherlands to face charges.

Carson said it’s important that Ntaganda’s movement from the embassy to the airport “in no way be inhibited.” Carson said the U.S. hopes ICC officials en route to Rwanda will be allowed into the country, another indication of U.S. concerns.

Ntaganda showed up at the U.S. Embassy in Rwanda‘s capital on Monday and asked to be transferred to the ICC.

Venezuela Says U.S. Plans To Kill Capriles, Maduro Accused Of Homophobic Slur

CARACAS, March 13 (Reuters) – Venezuela’s acting president said on Wednesday that “far right” figures in the United States were plotting to kill opposition leader Henrique Capriles in an increasingly volatile atmosphere ahead of an April 14 election.
Accusations are flying and emotions are running high in the South American OPEC nation of 29 million people since the death last week of former socialist leader Hugo Chavez.
“We have detected plans by the far right, linked to the groups of (former Bush administration officials) Roger Noriega and Otto Reich, to make an attempt against the opposition presidential candidate,” Nicolas Maduro said.
He gave no more details, but said in a televised speech that the government had sent a senior general to meet with aides of Capriles. There was no immediate response from Washington or Capriles’ camp.
During the Chavez era, there were frequent claims of U.S. plots aimed at discrediting his self-styled revolution. Critics said they were a smokescreen to create a sense of “imperialist” threat and distract Venezuelans from daily problems.
Why foreign right-wingers would want to bring down the business-friendly Capriles was not explained by Maduro.
The upcoming vote will pit Maduro, Chavez’s heir apparent, against Capriles, a centrist state governor who lost an election to Chavez in October.
Noriega, a former Assistant Secretary of State for Latin America under former president George W. Bush, denied Maduro’s accusation. “Its absolute nonsense,” said Noriega said.
“They call you what they are and they accuse you of doing what they do. That is the way they operate,” Noreiga.
Reich was not immediately available to comment.

“The United States and the Asia-Pacific in 2013”

As Prepared for Delivery –

Thank you, Henrietta, for that kind introduction and for your service, both in government and here at the Asia Society. And thank you, Suzanne, for bringing us together today. I am honored to be with you, especially in these beautiful surroundings. For almost sixty years, this organization has connected cultures— Asian and American—our ideas, leaders and people.

Of course, one of those people, a real presence here at the Asia Society, was your chairman and my friend of thirty years, Richard Holbrooke. Richard was famous for his work from the Balkans to South Asia. But he was also a real Asia hand as the youngest-ever Assistant Secretary of State for East Asia. Richard dedicated himself to the idea that progress and peace was possible—a lesson we carry forward, not only in Southwest Asia, where he worked so hard, but across the Asia-Pacific. I’ve come here today because this project has never been more consequential—the future of the United States has never been more closely linked to the economic, strategic and political order emerging in the Asia-Pacific.

Last November, I gave a speech in Washington outlining how the United States is rebalancing our global posture to reflect the growing importance of Asia. As President Obama’s second term begins, I want to focus on some of the specific challenges that lay ahead.

This is especially timely because this is a period of transition in Asia. New leaders have taken office in Tokyo and Seoul. In Beijing, China’s leadership transition will be completed this week. President Obama and those of us on his national security team have already had constructive conversations with each incoming leader. We’ll be seeing elections in Malaysia, Australia and elsewhere. These changes remind us of the importance of constant, persistent U.S. engagement in this dynamic region.

Why Rebalance Toward Asia

Let me begin by putting our rebalance to the Asia-Pacific in context. Every Administration faces the challenge of ensuring that cascading crises do not crowd out the development of long-term strategies to deal with transcendent challenges and opportunities.

After a decade defined by 9/11, two wars, and a financial crisis, President Obama took office determined to restore the foundation of the United States’ global leadership—our economic strength at home. Since then the United States has put in place a set of policies that have put our economy on the path to recovery, and helped create six million U.S. jobs in the last thirty-five months.

At the same time, renewing U.S. leadership has also meant focusing our efforts and resources not just on the challenges that make today’s headlines, but on the regions that will shape the global order in the decades ahead. White House Announces New Coordinator for the Middle East, North Africa, and the Gulf Region

Today, National Security Advisor Tom Donilon announced that Philip Gordon will be joining the National Security Staff as Special Assistant to the President and White House Coordinator for the Middle East, North Africa, and the Gulf Region. He will take up his duties beginning on March 11.

National Security Advisor Donilon said, “Phil has been a key member of President Obama’s foreign policy team for the past four years and his work with our European Allies and partners has been indispensable in helping us to formulate policy and address issues around the globe, including Libya, Syria and Iran. His work on international security, international economics and European and Middle Eastern Affairs make him the perfect person to coordinate our policy in this time of great challenge and opportunity in the Middle East, North Africa and the Gulf.
