iRobot Wins $28.8 Million Navy Contract

Among the $1.3 billion in Pentagon contracts awarded Friday, one tiny company won a sizable part of the funds available, when Bedford, Mass.-based iRobot was awarded a $28.8 million modification to a previously awarded contract.

The U.S. Navy gave the award to iRobot, ordering an unspecified number of Man Transportable Robotic System, or MTRS, “production systems, depot level repair parts, spare kits, depot repair services, parts supply, training, engineering enhancements, configuration management, and approved accessories.”

MTRS is a small robotic vehicle modeled on iRobot’s successful 510 PackBot design and is used by the U.S. Marine Corps (which orders through the Department of the Navy) in bomb disposal work, in particular for disarming roadside IEDs. iRobot is expected to deliver the ordered bots by April 2014.

Pentagon Announces Contracts With Dell, Cardinal Health, Raytheon

Judging by the contract announcements coming out of the Department of Defense these past few days, Pentagon spending is drying up faster than a Midwest cornfield in July.

Yesterday, the Pentagon announced awards of just $347 million in new contracts to contractors. Some were not the kind of companies you’d expect. For example:

  • Dell landed a $9.6 million contract to supply the U.S. Army with desktop computers and tablets.
  • Cardinal Health won $18.6 million as a contract modification exercising an option year on a contract to supply various Army, Navy, Air Force, and Marine Corps locations, and federal civilian agencies, with laboratory supplies through April 12, 2014.

On the other hand, traditional defense contractors are still earning money by working for the Pentagon. On Tuesday, Raytheon was awarded a $35.2 million order for AN/ALE-50 towed decoys, which aircraft can deploy to distract incoming missiles. Raytheon is expected to complete deliveries on this contract by March 31, 2015.

Pentagon Extends Hologic Contract Worth $94 Million

Bedford, Mass.-based Hologic won a $94.2 million fixed-price with economic-price-adjustment contract from the Department of Defense on Wednesday.

The award, which “modifies” a pre-existing contract by exercising the fourth of seven one-year-long option years attached to the base period for performance, calls on Hologic to supply the U.S. Army, Navy, Air Force, Marine Corps, and federal civilian agencies with an unspecified number of radiology systems, subsystems, and components.

Hologic will supply the ordered items by the April 6, 2014, performance completion date. After that, the Pentagon will have the option of extending the contract further — presumably through sometime in April 2017, in further one-year increments.

1 Big Winner in Pentagon's April 1 Payday

One full month into a sequester that was supposed to gut U.S. defense spending, the Pentagon just awarded a few of its favorite contractors some $445 million in new defense contracts. And this being April Fool’s Day, let’s make this clear: No joke.

Among the contract recipients, the big winner today was United Technologies subsidiary Sikorsky Aircraft, which snagged a full third of the monies available when it won a $155.2 million modification to its firm-fixed-price, sole-source contract to supply spare parts for “various aircraft platforms” operated by the U.S. Army, Navy, Air Force, and Marine Corps. Sikorsky will be working on this contract through July 7, 2015. But while Sikorsky was the biggest winner, it wasn’t the only one. Also coming away with bags of Pentagon cash were:

  • Textron‘s Bell Helicopter division, which won a $13.1 million contract to make advance acquisitions of long-lead parts needed for the construction of 15 Lot 11 UH-1Y Super Huey utility helicopters, and 10 Lot 11 Viper attack helicopters for the Marine Corps. Completion date: September 2014.
  • Raytheon , with a $12 million contract to provide “sustainment services” to the Military Satellite Communications System’s Global Broadcast System through Oct. 31. 
  • Bringing up the rear was Computer Sciences . CSC won what’s characterized as a “maximum” of $7.2 million in the form of a firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide technical and engineering support to the Marine Corps Tactical Systems Support Activity’s Operating Forces Tactical Systems Support Center, and also to “operating forces worldwide.” Although valued at $7.2 million initially, this contract includes the possibility of three option-year-long extensions, which, if exercised, would bring the total value of the contract up to $29.9 million. Work on the base-year contract will be completed by May 6, 2014. If all three options are exercised, the contract could run through May 6, 2017.

L-3 Communications Wins 2 Navy Contracts for $24 Million

L-3 Communications landed a pair of Department of Defense contracts worth a combined $24 million in an end-of-week DoD contract announcement Friday. Specifically, the contracts awarded include:

  • A $13.4 million firm-fixed-price modification to a previously awarded contract for the production of 16 universal modular masts, or UMMs. The UMM is a non-hull-penetrating mast carried by Virginia-class nuclear fast-attack submarines. It serves as a lifting mechanism for five different sensors, including the Photonics Mast Program, high data-rate mast, multi-functional mast, multi-functional modular mast, and integrated electronic support measures mast. Each sensor is mounted on a UMM. L-3’s work on this contract should be completed by December 2015. 
  • a $10.6 million firm-fixed-price, indefinite-delivery requirements contract awarded to L-3’s Vertex Aerospace LLC subsidiary for the provision of maintenance and logistics services on T-39N and T-39G aircraft. Both twin-jet aircraft are used by the Navy and Marine Corps for pilot training, with the T-39N Sabreliner used for radar navigation training, and the T-39G variant used for non-radar training. This contract runs through September 2014.

Military Tuition Assistance Restored By Pentagon

WASHINGTON — The Pentagon on Wednesday restored its popular tuition assistance program after suspending it due to sequestration’s budget cuts. The move came after Congress approved legislation last week requiring the Defense Department to do so.

“Based on the legislation that just passed, tuition assistance is to be reinstated across the services,” Pentagon spokesman Mark Wright said in a statement. “DoD agrees with Congress that the tuition assistance program is very important, both to the department and our service members. Each service is responsible for funding and administering its tuition assistance program in accordance with the DoD tuition assistance policy. We are working with the services to develop a plan to comply with any legislation.”

After sequestration’s steep budget cuts hit the federal government, the Army, Air Force, Coast Guard and Marine Corps all said they would suspend tuition assistance, which provides up to $4,500 per year for service members to continue their education.

Siemens Wins $1.9 Billion Pentagon Medical Systems Contract

The Pentagon awarded German industrial giant Siemens a mammoth $1.9-billion contract Wednesday in its fourth option-year extension of a contract originally awarded back in 2009 … and back when its estimated “maximum” value was supposed to be $267 million.

Lockheed Lands $68.7 Million in New Pentagon Contracts

The Pentagon has awarded Lockheed Martin $68.7 million in new defense contracts. Of the three contracts, the largest is a $50.2 million cost-plus-fixed-fee incrementally funded contract to provide “data transport and telecommunications services” to the U.S. Army through Sept. 30, 2013.

Lockheed’s next-biggest award announced this week was an $11.8 million Foreign Military Sales award to provide maintenance and logistics support through June 30, 2015, for six Iraqi aircraft based out of the New al-Muthana Air Base in Baghdad, Iraq.

Finally, Lockheed won $6.7 million for the operational support of two K-MAX Cargo Unmanned Aircraft Systems (UAS) deployed in operational support of the Marine Corps. The K-MAX UAS is an unmanned helicopter built jointly by Lockheed and privately held aerospace firm Kaman Aircraft — based on a helicopter design that Kaman already builds. The K-MAX is currently being used in small numbers to supply Marine detachments in Afghanistan in a trial run to see how it performs. Lockheed will be working on the instant contract through September 2013.

Veterans Call For Universal Background Checks In New Ad

WASHINGTON — A veterans group has a new ad making the case for universal background checks, arguing it doesn’t make sense that members of the armed forces have to pass background checks to carry guns that civilians are allowed to purchase with no questions asked.

The ad by VoteVets.org, which is currently running on social media, calls on Sen. Jeff Flake (R-Ariz.) to support universal background checks for gun sales. The spot features Iraq War veteran and Purple Heart recipient Glenn Kunkel firing an AR-15 at a mannequin.

“I had to pass a background check to join the Marine Corps, before I could carry a weapon similar to this one in Iraq. Here at home, anyone can purchase this weapon, no questions asked,” says Kunkel in the ad.

Pentagon Awards Caterpillar $633 Million Contract

Caterpillar won a $633 million contract from the Department of Defense on Friday. The DOD awarded Caterpillar the “fixed-price with economic-price-adjustment contract” for the supply of “material handling equipment,” a category that could include anything from forklifts to actual Caterpillar-brand material handlers.

Caterpillar will be asked to supply the equipment to Army, Navy, Air Force, Marine Corps, and federal civilian agency locations in the U.S. and abroad.

This contract runs through March 21, 2018.

Quantico Shooting: 3 Dead, Including Suspected Gunman, On Marine Base In Virginia (VIDEO)

A Marine opened fire on two of his comrades on Marine Corps Base Quantico in Virginia late Thursday, then turned the gun on himself, military officials said.

The incident left all three Marines dead, The Associated Press reported.

According to Marine Corps spokesman Agustin Solivan, the suspected gunman shot one Marine, then barricaded himself inside the staff barracks area of the Officer Candidates School.

MIAMI/WASHINGTON, March 20 (Reuters) – About 24 Guantanamo prisoners involved in a hunger strike that began six weeks ago are upset by the U.S. government‘s failure to close the detention camp and hope to gain publicity for their plight, a Marine Corps general said on Wednesday.
General John Kelly, the head of U.S. military forces in the Latin America region, flatly rejected allegations from some prisoners that copies of the Koran had been mishandled, calling the claims “nonsense.”
“No way has the Koran in any way, shape or form been in any way abused or mistreated,” said Kelly, who told reporters he had been presented with copies of the “sacred Koran” by senior Muslim clerics during his three tours of duty in Iraq.
He told a Pentagon briefing that while it was acceptable for a nonbeliever to touch the Koran, in fact the only members of the Guantanamo staff who would ordinarily handle Korans would be translators, all of whom are Muslims.
Periodic hunger strikes have occurred at Guantanamo since shortly after the prison opened in January 2002 to house suspects captured in overseas counterterrorism operations after the Sept. 11, 2001, attacks.
The prison has 166 inmates. Nearly all have been held for 11 years without charge, and about half have been cleared for transfer or release. Many are Yemenis who the United States will not repatriate at this time because of instability in that country.
More than 50 lawyers representing the prisoners sent a letter to Defense Secretary Chuck Hagel last week urging him to help end the hunger strike, which they said began on Feb. 6 to protest the confiscation of letters, photographs and legal mail, and the rough handling of Korans during searches of their cells.
They said the participants’ health had deteriorated alarmingly, and that some had lost more than 20 or 30 pounds (9 to 14 kilograms). Kelly said the prisoners who spoke to Guantanamo staff cited other reasons for the strike.
