How to Declare Your Independence for Student Financial Aid
By Bruce Watson
Filed under: College, Education, How to Save Money, Saving
September is drawing closer, bringing a new school year, along with fresh worries over how to pay the steep cost of college tuition. For students hoping to get loans and scholarships, a lot rides on the Free Application for Federal Student Aid, or FAFSA. The Department of Education, state governments, and individual colleges use the form to determine what kinds of loans, grants, scholarships, and work-study opportunities a student can receive.
When it comes to funding college, the question of parental contribution can be a big snag. Based on assets and income, the FAFSA determines how much parents can be expected to spend putting their child through college. Of course, that assessment assumes that parents are ready, willing and able to give their children money to help with school, but — as many students have found — there can be a huge gap between the amount of money that a parent “can” give on paper and the amount of money that he or she is willing to part with.
For students facing problems with parental contributions, declaring financial independence is the holy grail: if a student can financially separate from his or her parents, their assets won’t be factored into the tuition equation. For most students — Lindsay Lohan being a likely exception — this would likely drop their apparent wealth significantly, increasing their eligibility for loans and grants.
Limited Options
Unfortunately, most of the grounds under which a young person can be granted financial independence — including being at least 24 years old, being in graduate school, being an orphan or ward of the state, being a military veteran, being homeless, having dependents, or being an emancipated minor — are nonnegotiable, and a student can’t do much to change his or her status.
Other options — like being in the military, being married, or being homeless — are more open to individual action, but would require a serious, long-term commitment and should not be entered into lightly. To put it mildly, joining the military, having a child, or getting married are big decisions, and shouldn’t be undertaken solely for the purpose of getting student loans.
(That having been said, when I was growing up, I knew parents who had gotten married or even had children in order to avoid deployment to Vietnam. Given the high cost of college, and the amazing impact that a college degree could have on future earnings, I’m not sure I can automatically discount the wisdom of marrying one’s high school sweetheart as a strategy for getting student aid.)
How Unusual Is Your Situation?
There is also one method for which the requirements are not so well-defined: a college financial aid administrator can make a documented determination of independence by reason of “other unusual circumstances.” But, while this …read more

Celebrity Week In Review: Tom Talks Divorce, LiLo Talks Rehab & Farrah Doesn’t Do Much Talking (PHOTOS)
By The Huffington Post News Editors
There were a lot of confessions this week in Hollywood as the stars revealed some major news.
First off, Tom Cruise admitted that his divorce from Katie Holmes was a shock, telling a German TV network ProSieven that he “did not expect” the split. The 50-year-old actor also said that he’s had “an incredible amount of time to reflect” on Holmes’ decision and that he’s ready to move forward.
Someone else who told the truth this week was Lindsay Lohan, who revealed that she thinks rehab is “a blessing” in an appearance on “The Late Show with David Letterman” April 9.

Scary Movie 5 Review
Ah, Scary Movie 5, where to begin…
When it was first announced that Anna Faris would’t be coming back to star in the latest Scary Movie, my expectations went from low to lower. I was never a huge fan of the series, but they were never offensively unfunny, especially with names like Faris, Marlon Wayans, Cheri Oteri, David Cross and Tim Curry attached.
Best case scenario, though, Scary Movie 5 was a chance to kind of reboot the series and reclaim its former glory of the early 2000s. Unfortunately, that isn’t the case here. At all. (Seriously. (For real.))
Also, if you were hoping to see some big comeback from Charlie Sheen or Lindsay Lohan in this movie, you can forget it. First off, if those two “actors” are your reason for seeing any movie, then shame on you. Second, their screen time lasts all of three minutes at the top of the flick, and if you’ve already seen the trailer, then you’ve pretty much seen their whole schtick — save for one clownish “sex” sequence accompanied by the Benny Hill theme. (That alone should clue you in to type of comedy we’re dealing with here.)

12 Shocking Truths About Obamacare
By Keith Speights, The Motley Fool
There’s more in Obamacare than you might think. I recently embarked upon an arduous task to find out what those things might be by reading the Patient Protection and Affordable Care Act — all 906 pages of it. I’ll admit that my eyes did tend to glaze over quite a bit, but I slogged through it. And while there was plenty of language describing provisions we have all heard about, like the individual mandate, I discovered several items in the law that were a bit strange and surprising. Here are 12 shocking provisions hidden in Obamacare.
1. Music to the Fool’s ears
The Motley Fool has long promoted the importance of teaching youth about financial matters. Section 2953 of Obamacare is like music to the Fool’s ears. The section specifically calls for educating adolescents about financial literacy to prepare them for adulthood. That’s the good news. What’s the bad news? The government teaching anyone about financial matters is like Lindsay Lohan teaching personal responsibility.
2. Size matters
Next time you get your explanation of benefits from UnitedHealth , check out the font size. It better be at least size 12 font, or the company is violating the law. Yes — Obamacare mandates that insurance companies use that font size or greater. This specification is part of a section intended to ensure that customers can read and understand the documents sent by insurance companies. Maybe cartoon drawings could help, too.
3. A nod to Charlton Heston
Late actor and National Rifle Association president Charlton Heston famously said that he would only give up his gun when it was pried from his cold, dead hands. Mr. Heston would probably have liked at least one part of Obamacare. Language in the act specifically prohibits companies operating health and wellness programs from collecting information about gun ownership or usage.Obamacare protecting gun rights. Now that’s shocking.
4. Patrolling deep health care waters
Who would you expect to be included in Obamacare’s Interagency Working Group on Health Care Quality? If you said the Food and Drug Administration or the National Institutes of Health, you’d be correct. However, you would also be right if you mentioned the Coast Guard. Yep, listed among the agencies responsible for determining how to improve health care quality is the guardian of our nation’s waters. With stress contributing so much to health care problems, I’d think that one of the biggest causes of stress for Americans — the IRS — might be a better agency to include.
5. What’s good for the goose
If you have ever complained about Congress passing laws that don’t apply to themselves, you might be surprised to find out that our senators and representatives must enroll in an Obamacare plan like everyone else. Well, nearly everyone else. The White House wasn’t mentioned in the section requiring Congress to use approved health plans. same link, section 1312, p. 100However, an administration spokesperson indicated that President Obama will voluntarily participate in a …read more

Lindsay Lohan Dons Bikini In Brazil: Rehab-Bound Star Flaunts Her Curves & Bruises (PHOTOS)
By The Huffington Post News Editors
No, Lindsay Lohan is not pregnant (duh), but she is boasting a heck of a lot of bruises.
The troubled 26-year-old actress has been spending her days in Brazil, before she has to head off to court-ordered rehab for 90 days. On Monday, photographers snapped photos of Lohan soaking up the sun in a blue bikini that revealed some nasty bruises.
It’s not clear how the “Mean Girls” star got the bruises in the first place, though TMZ suggests it might be due to her little stunt the other night when she ducked under a table at a nightclub. It’s totally possible, but given that Lohan is naturally fair-skinned it’s likely that she bruises easily. At least the marks on her leg don’t look nearly as painful as the massive bruise on her arm she was sporting in January. Ouch. Seriously, ouch.

Elizabeth Taylor Death Anniversary: Legendary Actress Died Two Years Ago
By The Huffington Post News Editors
It’s been two years since the legendary Elizabeth Taylor died of congestive heart failure at the age of 79. The classic Hollywood actress had been suffering from health issues for a number of years. In addition to osteoporosis and scoliosis, Taylor underwent cardiac surgery in 2009 to replace a leaky heart valve. She spent the last month of her life in the hospital, punctuating years of physical problems that finally turned off the long-standing Hollywood spotlight that shone brightly on her career.
In addition to winning two Oscars, one in 1961 for “Butterfield 8” and the other in 1967 for “Who’s Afraid of Virginia Woolf?,” Taylor was perhaps best known for the revolving door of men who came and went from her life. She was married eight times, twice to Richard Burton, whom she met in 1960 on the set of “Cleopatra.” The two began an illicit affair that was condemned by the pope, marking her second marital scandal after previously embarking on a romance with Eddie Fisher while he was still married to Debbie Reynolds.
But while many liken Taylor’s tabloid-friendly legacy to that of Lindsay Lohan, who portrayed the actress in the roundly panned Lifetime movie “Liz & Dick,” not all of Taylor’s off-camera life was enshrouded in scandal. Often considered a devout humanitarian and activist, she spoke out in support of AIDS causes at a time when few celebrities had the chutzpah to do so. She co-founded the American Foundation for AIDS Research and the Elizabeth Taylor AIDS Foundation, and in 1992 was honored with the Jean Hersholt Humanitarian Award, a special Academy Award devoted to humanitarianism.

James Deen, ‘The Canyons’ Star, Had No Expectations About Lindsay Lohan (VIDEO)
By The Huffington Post News Editors
When it came to dealing with troubled starlet Lindsay Lohan, crossover porn star James Deen had one strategy: low to no expectations.
Deen, who is starring in the upcoming film “The Canyons,” dished about his volatile co-star in an interview with HuffPost Live Monday.
“I kind of entered this production expecting nothing,” said Deen in the video above. “So because I didn’t really expect anything, it was hard to get surprised.”
North Chicago police slammed for brochure some find offensive
The North Chicago Police Department is being criticized for a brochure that some say is peppered with stereotypes of African-Americans.
The Chicago Sun-Times reports the brochure, given to participants in the North Chicago Citizen Police Academy last week, features a smiling African-American man handcuffed in an orange prison jumpsuit, with another portrayed as bug-eyed and slack-jawed in a mug shot.
There is also a page with a picture of comedian Dave Chappelle appearing as Tyrone Biggums, the stumbling junkie character he created for his Comedy Central show.
Lake County NAACP president Jennifer Witherspoon said the handout reinforces “every negative stereotype blacks as a people have been fighting against.”
Lake County State’s Attorney Mike Nerheim calls the handout “incredibly disturbing.”
The brochure’s cover features Nerheim opposite Tom Cruise as a military defense attorney from the film “A Few Good Men.” The brochure also has pictures of television TV cop Barney Fife, Judge Judy and Lindsay Lohan, big-bellied white police officers and acquitted murder defendant Casey Anthony.
“Unprofessional is probably the nicest way to put it,” Nerheim said. “It was obviously done without my knowledge and consent. I definitely see how it could be offensive to people. It’s not something that should be coming out of the Police Department.”
Nerheim said he called North Chicago Mayor Leon Rockingham about the handout.
Rockingham said the two academy participants he talked to about the circular were split, with one saying they didn’t find it offensive, the other saying it could be taken the wrong way.
North Chicago Police Chief James Jackson is calling the handout an ill-considered attempt at humor.
“We should have caught it,” said Jackson.
However, local activist Ralph Peterson says the brochure raises “another red flag” on the North Chicago police.
“It’s more bad judgment. For officers to pass out a pamphlet like this screams a need for sensitivity and that this department is not capable of policing the black community,” he said, pointing to a police brutality case that has the department snared in a federal wrongful-death lawsuit.
Academy student Paula Carballido, of North Chicago, said an officer explained the images were taken from movies and TV and were not meant to offend. She said the course, which offers an in-depth view of law enforcement procedures, was informative and “respectful.”
