A worker at the Minneapolis-St. Paul International Airport has been charged with stealing shotguns, revolvers and other weapons from the checked luggage of passengers who had connections through the busy Twin Cities airport.
David Vang, 23, of St. Paul faces 11 felony counts, including 10 counts of theft of a firearm. He will be making his first court appearance April 25 in Hennepin County.
Pat Hogan, spokesman for the Metropolitan Airports Commission, said Monday that Vang was employed by a Texas firm to maintain the belt on which checked baggage traveled. Hogan said authorities learned in September that weapons were being stolen, so they set up surveillance cameras.
A review of footage showed Vang removing items from checked luggage and taking them to an unsecured employee parking ramp where his wife was waiting in a vehicle, the criminal complaint said.
Vang was arrested in October and is no longer working at the airport, Hogan said.
Several boxes containing firearms, a crossbow, iPads, laptops, mobile phones, jewelry and other electronics were removed from Vang’s apartment, the complaint said. Authorities said he had 716 stolen items, valued at more than $84,000.
Online court records do not list an attorney for Vang. A working home phone number for Vang was not available Monday.
According to the complaint, Vang initially claimed the weapons and other items fell out of luggage as it came down the line, but later admitted to stealing, saying he had been doing it since last summer.
“When asked why he did it, Defendant Vang stated that he just wanted the items,” the complaint said.
Hogan said authorities realized there was an issue when they started getting reports that weapons were disappearing during passengers’ connecting flights. Firearms must be packed in separate cases and scanned as a separate piece of luggage, so authorities can determine when a case containing a weapon is removed from one airplane and placed on another.
“In this case, only connecting bags were being pilfered,” Hogan said. “Weapons were scanned as coming into (Minneapolis-St. Paul) but not scanned as going into the aircraft, so that’s what alerted us that there was an issue here.”
Hogan said thefts from luggage are rare, but the airport recommends travelers place valuables such as jewelry in their carry-on luggage. Weapons, however, must be checked.
“Fortunately, we don’t deal with this kind of situation very often,” Hogan said. “Once we found out about it, we were able to track him down and bring him to justice.”

Ten Federally Qualified Health Centers Collaborate with State to Improve Health Outcomes, Reduce Costs in Minnesota Medicaid Program
ST. PAUL, Minn.–(BUSINESS WIRE)– Ten federally qualified health centers (FQHCs) in the Twin Cities area have formed a coalition to collaborate with the state to improve care and reduce costs for nearly 22,000 Medicaid beneficiaries in Minnesota.
Under terms of the contract with the Minnesota Department of Human Services (DHS), the Federally Qualified Health Center Urban Health Network (FUHN) will be responsible for meeting DHS-established quality and cost benchmarks for Medicaid patients, and will be eligible to share in cost-savings it achieves during a three-year contract period.
Known as an accountable care organization (ACO), the FUHN model – one of the nation’s first “safety net” ACOs – is one component in Minnesota’s Medicaid Health Care Delivery System (HCDS) demonstration project, a payment reform effort aimed at improving Medicaid outcomes and reducing costs by focusing on integrated and coordinated patient care.
To help achieve its goals, FUHN has partnered with Optum, an Eden Prairie-based health care services and technology company. FUHN and Optum have invested time and resources to develop a care coordination model that emphasizes population health management and increased patient engagement. The model relies on data analytics and the deployment of predictive modeling software, which Optum is providing to FUHN as a component of the collaboration.

Police found a horrifying scene at the Schaffhausen family home in the western Wisconsin city of River Falls last July: three girls dead in their beds, their throats slashed. In the basement, gasoline was sloshed in a possible attempt to burn down their mother’s house.
This week, the girls’ father goes on trial to determine whether he was insane at the time. Aaron Schaffhausen last week conceded guilt on three counts of first-degree intentional homicide and one of attempted arson, but maintained that he’s not responsible for his actions due to mental illness.
Prosecutors argue Schaffhausen was perfectly aware of what he was doing, and killed 11-year-old Amara, 8-year-old Sophie and 5-year-old Cecilia because he was still bitter about their divorce and furious because he thought she had begun seeing another man. Their evidence, according to a criminal complaint, includes a chilling statement to his ex-wife right after the killings: “You can come home now because I killed the kids.”
Jury selection begins Monday in St. Croix County Circuit Court. Trial evidence is expected to include testimony from the girls’ mother, Jessica Schaffhausen, and a recording of the 40-minute 911 call she made to police in River Falls, a community of about 15,000 people about 30 miles east of the Twin Cities.
For Schaffhausen, the stakes are likely the difference between spending the rest of his life in prison, if he’s judged sane, or being committed to a psychiatric institution from which he might someday be released.
“Our office, as well as the attorney general’s office, has put a lot of time into this case, a lot of resources, and I believe we’re both prepared,” District Attorney Eric Johnson said.
Schaffhausen’s public defender, John Kucinski, spent months refusing to concede his client killed the girls. He fought hard in pretrial proceedings to exclude as much damaging evidence as possible, often unsuccessfully, ahead of last week’s plea change.
Even though the focus has shifted to Schaffhausen’s mental state, the lead prosecutor, Assistant Attorney General Gary Freyberg, said he’ll present much of the same evidence he had planned to use to prove guilt because he said it shows Schaffhausen understood what he was doing.

President Barack Obama says he’s ready to do whatever it takes to help Democrats win the House next year — a feat that could make the difference between limping to the end of his presidency and going out with a bang.
But some Democratic candidates and operatives in the districts on which control of the House will hinge said in interviews with POLITICO that the message and issues Obama has emphasized since the election are creating a difficult political headwind for them.
Obama’s political choices, they say, reflect a tone-deafness to the challenges they face competing for moderate and conservative-leaning seats.

It’s not terribly often that we have news to report coming out ahead of the Minneapolis Auto Show. We say that not to disparage the Twin Cities, which are lovely, but new product reveals are few and far between for the show. This year, however, it seems that event will play host to the debut of a rather special limited edition Mitsubishi Lancer Evolution X. Though not coming directly from the Mitsu factory, we think the 311RS shows loads of potential for Evo fanatics.
The 311RS is the brainchild of circuit racer Ryan Gates, who has apparently spent the last three years developing what he believes is an Evo perfect for both racing and road driving. Starting life as a bog-standard Evo X, the Gates team has swapped out the factory intake, intercooler and exhaust system for more potent AMS pieces; resulting in output figures of 353 horsepower and nearly 359 pound-feet of torque. A new suspension from JRZ, brakes from Girodisc and 18-inch custom Rays wheels shod with high-performance Nitto tires represent significant updates to the underpinnings, as well.
Of course, the 311RS is also rocking a full body kit, too, with a more aggressive front air dam and a subtle lip added on to the stock rear wing. The blue and white racing livery, with matching blue wheels, looks racy without being too childish, we think.

St. Paul police have received more than a dozen leads from a tip line set up to help find a missing Minnesota woman, but haven’t yet found her, a spokesman said Saturday.
“At this point it’s difficult to qualify the leads until we follow them all the way through,” said department spokesman Howie Padilla.
Kira Trevino, 30, was last seen the night of Feb. 21 as she left work at the Mall of America, but authorities found so much blood in her car and home in St. Paul that they believe she is dead. Her husband, Jeffery Dale Trevino, was charged Thursday with two counts of second-degree murder.
On Friday, nearly 200 friends and other community members gathered at Bethany Baptist Church just in Schofield, Wis. for a vigil.
The church provided the space since the family church New Day Christian Church was unable to host everyone. Kira Trevino is from the Wausau area.
Kira Trevino‘s sister, Keri Anne Steger, addressed the congregation with tears streaming down her face.
“Never before has standing, breathing, just the natural acts of life, ever been so difficult,” Steger said. “The pain we as a family are all feeling is numbing, just indescribable, and we are so grateful for the public support we’ve received.”
New Day Christian Church Pastor Aaron Winowiski led the vigil. He said he hoped the vigil would offer comfort to the grieving family. New Day, where Steger is a member, often holds services at Bethany Baptist Church, Winowiski said.
“Thank you all for being here for my family and for Kira,” Steger said. “Please help us continue to pray that we find here.”
Police have said anyone who saw anything suspicious between the hours of about 9 p.m. Thursday, Feb. 21 and about 10 a.m. the next day should call authorities. He extended the plea to anyone within a 100-mile radius of the Twin Cities and into Wisconsin, saying Kira Trevino‘s body could be well outside the metro area.

The image is not clear enough to identify the man.
Nearly eight hours later, at 9:45 a.m., security cameras at the Mall of America recorded Kira Trevino‘s car, a white four-door Chevy Cobalt, entering a mall parking lot. The video isn’t clear enough to show who was in the car, but it showed a person at the back of the vehicle throwing something aside. The video shows the person leaving the car and getting into a cab that had GPS. The cab dropped the passenger off near the Trevinos’ home.
“Once again, it’s imperative. If you heard anything, saw anything, please call,” Paulos said. “She’s missing. We need to find her.”
When asked if authorities believe Jeffery Trevino might have dumped his wife’s body between the hours of 2 a.m. and 9:45 a.m., Paulos said: “That’s kind of what we’re looking at.”

Authorities found the car at the Mall of America. There was evidence of blood on the car and on the trunk liner, which was found near the vehicle. According to the criminal complaint, investigators also searched the couple’s home and found “copious” amounts of blood evidence throughout the house and signs of an extensive effort to clean it up.

A man charged with slapping a toddler on a Minneapolis-to-Atlanta flight is out of a job, his former employer said Sunday.
Joe Rickey Hundley, 60, of Hayden, Idaho, is no longer an employee of AGC Aerospace and Defense, Composites Group, Daniel Keeney of DPK Public Relations confirmed Sunday night.
Al Haase, president and CEO of AGC, issued a statement early Sunday that, while not referring to Hundley by name, called reports of behavior by one of its executives on recent personal travel “offensive and disturbing” and said he “is no longer employed with the company.” Keeney would not say whether Hundley was fired or resigned. Hundley was president of AGC‘s Unitech Composites and Structures unit.
Hundley was charged last week in federal court in Atlanta with simple assault for allegedly slapping the 2-year-old boy during the Feb. 8 flight. His attorney, Marcia Shein, of Decatur, Ga., said Saturday that Hundley will plead not guilty. The charge carries a maximum penalty of a year in jail.
Shein did not immediately returned messages seeking comment left Sunday evening by The Associated Press. Hundley does not have a listed phone number.
The boy’s mother, Jessica Bennett, 33, told the FBI their flight was on final descent into Atlanta when her 19-month-old son started to cry due to the altitude change. Hundley “told her to shut that (N-word) baby up,” FBI special agent Daron Cheney said in a sworn statement. She said Hundley then slapped him in the face, scratching the boy below his right eye and causing him to scream even louder.
Bennett told Twin Cities television stations on Saturday that the incident has caused her family a great deal of trauma and that her son, Jonah, had been outgoing but had turned apprehensive of strangers.
Hundley became increasingly obnoxious and appeared intoxicated during the flight and complained that her son was too big to sit on her lap, she said.
“He reeked of alcohol,” Bennett told KARE-TV. “He was belligerent, and I was uncomfortable.”
Bennett said she was shocked by the racial slur she says Hundley used when Jonah started crying.

A gunman apparently firing randomly at guns killed a 10-year-old and wounded the child’s mother and another woman Monday night, Oakdale’s police chief said. The suspect was in custody.
Several bursts of gunfire erupted about 6:10 p.m. near a Rainbow Foods store in the eastern Twin Cities suburb, KMSP-TV reported.
The gunman fired at a car carrying the 10-year-old and the child’s mother, Oakdale Police Chief Bill Sullivan said. The child died and the mother was wounded in the arm, said Sullivan, who would not say whether the child was a boy or a girl.
A woman in another car was struck and wounded in the hand, Sullivan said. Both women are expected to recover, he said.
“It appears to be entirely random,” Sullivan told The Associated Press. “At this time it appears he was randomly shooting at vehicles.”
A 33-year-old man was in custody and was being questioned by investigators, Sullivan said. The St. Paul Pioneer Press reported the man lives in the neighborhood.
Authorities believe there are no other suspects and there is no danger to the public, Sullivan said.
A football coach at Minnesota State University, Mankato, who was cleared of child pornography charges, wants the investigative reports in his case to remain sealed.
Todd Hoffner asked for an injunction earlier this month in hopes of keeping the police reports private. The request was filed after a Twin Cities television station asked to see them.
Hoffner was accused of child pornography in August after school officials found videos of his naked children on his work-issued cellphone. Those charges were dismissed last month. Hoffner has been taken off administrative leave but not reinstated as head coach.
The Free Press of Mankato reports that District Court Judge Krista Jass issued a ruling last week that will keep the reports private until they can be reviewed.

A slow-moving storm has dumped at least 16 inches of snow on parts of Minnesota, blanketing the Twin Cities, making some rural roads impassable and leading to at least one fatal crash.
The heaviest snowfall the Twin Cities has experienced in two years led to the cancellation of dozens of flights at Minneapolis-St. Paul International Airport Sunday and caused hundreds of traffic accidents around the state.
Blizzard conditions, blowing and drifting snow made visibility so poor that the state Department of Transportation pulled snowplows off the highways Sunday afternoon in southwest and west Minnesota.
The Minnesota State Patrol reported nearly 600 crashes by Sunday night. The patrol says one person was killed in a crash involving a semi on Highway 61 near Red Wing.
