AUSTIN, Texas (AP): Texas Senate Passes New Abortion Restrictions

AUSTIN, Texas (AP) — The Texas Senate passed sweeping new abortion restrictions late Friday, sending them to Republican Gov. Rick Perry to sign into law after weeks of protests and rallies that drew thousands of people to the Capitol and made the state the focus of the national abortion debate.

Republicans used their large majority in the Texas Legislature to pass the bill nearly three weeks after a filibuster by Democratic Sen. Wendy Davis and an outburst by abortion-rights activists in the Senate gallery disrupted a deadline vote June 25.

Called back for a new special session by Perry, lawmakers took up the bill again as thousands of supporters and opponents held rallies and jammed the Capitol to testify at public hearings. As the Senate took its final vote, protesters in the hallway outside the chamber chanted, “Shame! Shame! Shame!”

Democrats have called the GOP proposal unnecessary and unconstitutional. Republicans said the measure was about protecting women and unborn children.

House Bill 2 would require doctors to have admitting privileges at nearby hospitals, allow abortions only in surgical centers, limit where and when women may take abortion-inducing pills and ban abortions after 20 weeks.

Abortion-rights supporters say the bill will close all but five abortion clinics in Texas, leaving large areas of the vast state without abortion services. Only five out of 42 existing abortion clinics meet the requirements to be a surgical center, and clinic owners say they can’t afford to upgrade or relocate.

The circus-like atmosphere in the Texas Capitol marked the culmination of weeks of protests, the most dramatic of which came June 25 in the final minutes of the last special legislative session, Davis’ filibuster and subsequent protest prevented the bill from becoming law.

The Senate’s debate took place between a packed gallery of demonstrators, with anti-abortion activists wearing blue and abortion-rights supporters wearing orange. Security was tight, and state troopers reported confiscating bottles of urine and feces as they worked to prevent another attempt to stop the Republican majority from passing the proposal.

Those arrested or removed from the chamber included four women who tried to chain themselves to a railing in the gallery. One of the women was successful in chaining herself, prompting a 10-minute recess.

When debate resumed, protesters began loudly singing, “Give choice a chance. All we are saying is give choice a chance.” The Senate’s leader, Lt. Gov. David Dewhurst, told officers to remove them.

Sen. Glen Hegar of Katy, the bill’s Republican author, argued that all abortions, including those induced with medications, should take place in an ambulatory surgical center in case of complications.

Democrats pointed out that childbirth is more dangerous than an abortion and there have been no serious problems with women taking abortion drugs at home. They introduced amendments to add exceptions for cases of rape and incest and to remove some of the more restrictive clauses, but Republicans dismissed all of the proposed changes.

AUSTIN, Texas–(BUSINESS WIRE)– Accenture (NYS: ACN) is opening a delivery center in Austin, Texas, to provide software development and support as well as consulting and technology services for the company’s health and public sector work across North America.

The center is targeted to grow to around 300 jobs by the end of 2013, which would bring the number of Accenture employees in Texas to more than 5,000. The company has other Texas offices in Austin, Dallas, Houston and San Antonio.

The 3M Electronic Solutions Division today announced the new 3M brand Static Dissipative Heat Activated Adhesive Cover Tape 2679, which is designed to seal electrical and electronic components into 3M polycarbonate carrier tapes for transport or storage. The polyester, adhesive film tape is designed to protect components from damage while offering smoother peels and improved transparency for visual inspection. WHITEHOUSE STATION, N.J. & AUSTIN, Texas–(BUSINESS WIRE)– Merck (NYS: MRK) , known as MSD outside the United States and Canada, and Luminex Corporation (NAS: LMNX) have signed a collaboration and license agreement to develop a companion diagnostic device that will be evaluated to help screen patients for recruitment into Merck’s clinical development program for MK-8931, a novel oral beta amyloid precursor protein site cleaving enzyme (BACE) inhibitor and Merck’s lead investigational candidate for Alzheimer’s disease (AD). Financial terms were not disclosed.

“Evaluation of biomarkers that may provide an indicator of disease onset and enable earlier diagnosis is an important goal toward facilitating early intervention and potentially improving the treatment of Alzheimer’s disease,” said Darryle D. Schoepp, Ph.D., senior vice president, head of Neuroscience and Ophthalmology at Merck Research Laboratories. “We look forward to working with Luminex to advance our ongoing clinical development program for MK-8931.”

Luminex will be responsible for development, regulatory submission and commercialization of the candidate companion diagnostic device, which will employ Luminex’s xMAP® Technology to measure concentrations of two candidate biomarkers (Aβ42 and t-tau) in cerebrospinal fluid (CSF) samples from patients with mild cognitive impairment (MCI). The candidate device will be evaluated as a means to identify subjects with MCI who have a higher risk of developing AD to support patient selection for Merck’s therapeutic BACE inhibitor clinical program.

Aztec conquest altered Mexican genetics

AUSTIN, Texas — For centuries, the fate of the original Otomí inhabitants of Xaltocan, the capital of a pre-Aztec Mexican city-state, has remained unknown. Researchers have long wondered whether they assimilated with the Aztecs or abandoned the town altogether.

According to new anthropological research from The University of Texas at Austin, Wichita State University and Washington State University, the answers may lie in DNA. Following this line of evidence, the researchers theorize that some original Otomies, possibly elite rulers, may have fled the town. Their exodus may have led to the reorganization of the original residents within Xaltocan, or to the influx of new residents, who may have intermarried with the Otomí population.

Using ancient DNA (aDNA) sampling, Jaime Mata-Míguez, an anthropology graduate student and lead author of the study, tracked the biological comings and goings of the Otomí people following the incorporation of Xaltocan into the Aztec empire. The study, published in American Journal of Physical Anthropology, is the first to provide genetic evidence for the anthropological cold case….
