President Obama Nominates Thomas Perez for Secretary of Labor

President Obama today announced that he has chosen Thomas Perez, the head of the U.S. Justice Department’s Civil Rights Division, to be the next Secretary of Labor. Speaking in the East Room of the White House, the President introduced Perez, the son of Dominican immigrants and a lawyer who helped pay his way through college by working as a garbage collector, to the American people.

“His story reminds us of this country’s promise, that if you’re willing to work hard, it doesn’t matter who you are, where you come from, what your last name is — you can make it if you try,” President Obama said. “And Tom has made protecting that promise — for everybody — the cause of his life.”

The President reminded those gathered for the announcement of the three questions he believes all officials should ask themselves every day — How do we make sure America is a magnet for good jobs? How do we equip people with the skills they need to get those jobs? And how do we make sure that hard work actually pays off in a decent living? — and said that Perez has already shown his commitment to answering those questions in his work at the Justice Department, where he fought to open pathways into the workforce for everyone willing to contribute and helped settle some of the largest cases ever on behalf of families targeted by unfair mortgage lending.

President Obama Visits the Argonne National Research Lab to Talk About American Energy Security

Few areas hold more promise for creating good jobs and growing our economy than how we use American energy, and today President Obama visited the Argonne National Laboratory in Illinois to talk about the progress we are seeing from his all of the above approach to energy independence and the risk that this important sector faces from the arbitrary cuts being imposed by the so-called sequester.

As President Obama noted in his remarks, these cuts do not distinguish between wasteful programs and vital investments. “They don’t trim the fat; they cut into muscle and into bone,” the President said. “Like research and development being done right here that not only gives a great place for young researchers to come and ply their trade, but also ends up creating all kinds of spinoffs that create good jobs and good wages.”

What You Need to Know About the Energy Security Trust

 Energy Security Trust

America’s scientists are a national treasure. Every day, idea by idea, innovation by innovation, they are developing new technology that will help secure our energy future. If we want to keep moving forward, we need scientists to keep inventing and innovating, to keep unlocking new solutions and pushing new breakthroughs.

In his 2013 State of the Union address, President Obama called on Congress to create an Energy Security Trust Fund, which would free American families and business from painful spikes in gas prices. The President’s plan builds on an idea that has bipartisan support from experts including retired admirals and generals and leading CEOs, and it focuses on one goal: shifting America’s cars and trucks off oil entirely.

So how does it work? The Energy Security Trust will invest in research that will make future technologies cheaper and better –it will fund the advances that will allow us to run cars and trucks on electricity or homegrown fuels, and on the technology that will enable us to drive from coast-to-coast without a drop of oil.

Over 10 years, the Energy Security Trust will provide $2 billion for critical, cutting-edge research focused on developing cost-effective transportation alternatives.The funding will be provided by revenues from federal oil and gas development, and will not add any additional costs to the federal budget. The investments will support research into a range of technologies – things like advanced vehicles that run on electricity, homegrown biofuels, and domestically produced natural gas. It will also help fund a small number of real-world experiments that try different transportation techniques in cities and towns around the country using advanced vehicles at scale.

In each of the last four years, domestic production of oil and gas has gone up and our use of foreign oil has gone down. And while America uses less foreign oil now than we’ve used in almost two decades, there’s more work to do. That’s why we need to keep reaching for greater energy security. And that’s why we must keep developing new energy supplies and new technologies that use less oil. The Secure Energy Trust will ensure American scientists and research labs have the support they need to keep our country competitve and create the jobs of the future.

First Lady Michelle Obama today met with the Business Roundtable, an association of chief executive officers of leading U.S. companies which combined have nearly 16 million employees, and challenged these leaders to make bold commitments to hire our veterans and military spouses and help them reach their full potential within their companies.

Mrs. Obama highlighted the need for action, referring to the hundreds of thousands of veterans and military spouses currently looking for work, and pointing out that in the coming years, over one million more will be hanging up their uniforms and transitioning back to civilian life. “These men and women will be returning to their families, rejoining their communities, and figuring out what’s next in their lives,” said the First Lady. “And as they do all of that, the one thing that they're going to be thinking about is a job.”

First Lady Michelle Obama and Secretary of State John Kerry marked International Women's Day at the State Department where they presented the International Women of Courage Awards to nine remarkable women who, as Mrs. Obama said in her remarks, show us what our most basic values look like when they are put to the test.

When these women witnessed horrific crimes or the disregard for basic human rights they spoke up, risking everything they had to see that justice was done. When they saw their communities or their countries were ignoring issues like sexual violence or women’s rights, they gave those issues a face and a voice. And with every act of strength and defiance, with every blog post, with every community meeting, these women have inspired millions to stand with them, and find their own voices, and work together to achieve real and lasting change.

Senate Delays Negatively Impacting our Judicial System

In his briefing today, White House Press Secretary Jay Carney talked about Caitlin Halligan, who was nominated by President Obama to serve on the U.S. Court of Appeals for the District of Columbia Circuit. Ms. Halligan, who has bipartisan support from lawyers and law enforcement, was put forward for this position in 2011.

Mr. Carney said there will be a cloture vote on the nomination of Caitlin Halligan tomorrow, 726 days after her nomination, and strongly urged the Senate to support an up-or-down vote for this well-qualified nominee. “When Republicans filibustered her nomination in 2011, several of them hung their objections – not on her qualifications or her judicial philosophy – but on the DC Circuit workload. In essence, they didn’t object to her as a judge, just that the seat did not need to be filled. But since then, there has been an additional vacancy, leaving the court with four vacancies (36 percent vacant) – in fact, the court has never been this understaffed in history, with 188 cases pending.”

Ms. Halligan is not President Obama's only judicial nominee suffering endless delays for a vote. As the infographic below highlights:

  • 78 percent of President Obama’s circuit court judges have waited more than 100 days for a vote, compared to 15 of President Bush’s nominees.
  • This obstruction also applies to President Obama’s district court nominees. 42 percent of our district court judges have waited more than 100 days for a vote, compared to 8 of President Bush’s nominees.
  • Further, the average wait time for our judicial nominees to get a vote on the floor of the Senate – both for the circuit court and the district court – is 3-4 times as long as those of our predecessor.

Last week, First Lady Michelle Obama traveled around the country to celebrate the third anniversary of Let’s Move!, her initiative to ensure that all our children grow up healthy and reach their full potential.

Mrs. Obama highlighted great progress being made in schools, towns and businesses across America. She also announced several new programs that will help families make healthier choices and will enable our kids to be more physically active, including a new MyPlate partnership that identifies recipes that meet USDA nutrition standards on the largest food sites on the web, and the launch of Let's Move Active Schools, which empowers schools to find free or low-cost ways to incorporate movement before, during, and after the school day.

On Monday, March 4th at 11:10 a.m. ET, the celebration continues as the First Lady joins her first ever Google+ Hangout.

In Press Conference, President Obama Talks About Moving Forward Despite Sequester

President Obama held a press conference this morning after meeting with Congressional leaders to talk about his plans to move the country forward in light of the severe budget cuts that will start to take effect today.

These cuts, which are known as the sequester, will hurt our economy and cost us jobs, the President said. And as Americans all across the country work hard to keep our economic recovery going, arbitrary cuts to services and investments that businesses and workers depend on makes that far more difficult.

But none of this is necessary, President Obama said. These cuts are “happening because of a choice that Republicans in Congress have made.”

They’ve allowed these cuts to happen because they refuse to budge on closing a single wasteful loophole to help reduce the deficit. As recently as yesterday, they decided to protect special interest tax breaks for the well-off and well-connected, and they think that that’s apparently more important than protecting our military or middle-class families from the pain of these cuts.

I do believe that we can and must replace these cuts with a more balanced approach that asks something from everybody: Smart spending cuts; entitlement reform; tax reform that makes the tax code more fair for families and businesses without raising tax rates — all so that we can responsibly lower the deficit without laying off workers, or forcing parents to scramble for childcare, or slashing financial aid for college students.

President Obama Calls for a Responsible Approach to Deficit Reduction

Unless Congress takes action, over the next few weeks our economy will be hit with harmful automatic cuts that threaten hundreds of thousands of middle class jobs. These cuts will slash vital services for children, seniors, people with mental illness and health care for our troops and military families.

President Obama strongly believes we need to replace these arbitrary cuts with balanced deficit reduction, and today he was at a shipyard in Newport News, VA to talk about what these cuts — which are known as the sequester — will mean for middle class families.

While the full damage of these cuts will spread to nearly every corner of our economy over the next few months, some workers will receive layoff or furlough notices within days. Many of the 5,000 companies and small businesses from across the country that supply Newport News Shipbuilding with parts and equipment will be impacted, which will affect the firm's productivity. And down the road at the Norfolk Naval Station, the threat of these cuts has already forced the Navy to cancel the deployment and delay the repair of certain aircraft carriers, and postpone building on additional vessels. If the cuts are implemented, about 90,000 Virginians who work for the Department of Defense will be forced to take unpaid leave from their jobs, creating a ripple effect on thousands of other jobs, businesses, and services throughout the Commonwealth – and not just in the defense industry.

In a meeting with the National Governors Association today at the White House, President Obama stressed the need for bipartisan cooperation, and pressed the leaders in attendance to work together with their partners in Washington to put the focus back on the next generation, rather than the next election.

All of us are elected officials. All of us are concerned about our politics, both in our own party’s as well as the other party’s. But at some point, we've got to do some governing. And certainly what we can't do is keep careening from manufactured crisis to manufactured crisis. As I said in the State of the Union, the American people have worked hard and long to dig themselves out of one crisis; they don't need us creating another one. And unfortunately, that's what we've been seeing too much out there.

The American people are out there every single day, meeting their responsibilities, giving it their all to provide for their families and their communities. A lot of you are doing the same things in your respective states. Well, we need that same kind of attitude here in Washington. At the very least, the American people have a right to expect that from their representatives.

First Lady Michelle Obama Challenges Governors of all 50 States to Ease Service Members Transition to Civilian Work Force

Too often the talented men and women who have served our country face barriers that make it difficult to find jobs that capitalize on the skills they have gained through their military education and experience. Many service members and veterans are required to repeat education or training in order to receive industry certifications and state occupational licenses, even though much, and in some cases, all, of their military training and experience overlaps with credential requirements.

The members of our Armed Forces and their families make great sacrifices, and when their service is concluded, we owe it to our veterans and their families to help them accomplish a successful transition to the civilian labor force. That is why over the past year and a half, President Obama has taken significant action to create a “career-ready military” and streamline the transition process.

Today, First Lady Michelle Obama and Dr. Jill Biden highlighted the work that has been done across the country to change laws that require military spouses to attain new credentials when they move to a new state, and challenged the governors of all 50 states to take legislative or executive action to help our troops get the credentials they need by the end of 2015. Speaking to the National Governors Association in the State Dining Room, Mrs. Obama talked about the pressing need to take action and fulfill our responsibilities to the brave men and women who have sacrificed so much over the past decade:

In the coming years, more than one million service members will make the transition to civilian life.

Think about that – a million people hanging up their uniforms… figuring out what’s next… and doing everything they can to make that change as seamless as possible for their families.

So the fact is, while this time of war may be ending, our responsibilities to our troops and their families will only be ramping up.

And that’s what I want to talk to you about today—how we can fulfill what is perhaps our most pressing responsibility to our troops: making sure that when they come home, they can find a job—and not just any job, but a good job, a job they can raise a family on.

Vice President Biden Honors Public Safety Officers with Medal of Valor

Vice President Joe Biden today recognized 18 public safety officers for exhibiting exceptional courage in a Medal of Valor ceremony at the White House. The Medal of Valor is the highest national award for valor by a public safety officer, and it is bestowed on those whose heroic actions were above and beyond the call of duty.

The Vice President, who was joined by Attorney General Eric Holder, highlighted the bravery of the men and women who were being honored, and paid tribute to the spouses of the recipients who had lost their lives in the line of duty. He also talked about the special qualities that are unique to those who put themselves in danger to save others:

My association with firefighters and police has been… the essence of my public life. And as many of these things that I do, I still grapple with what makes you do what you do? I’m just thankful that you do.

You can't explain it, but you know it when you see it. I see it in the shield over someone’s heart. I see it in the men and women who are sitting here before us today…Thank God for you. You’re from different backgrounds, but you’re the glue that literally binds communities together at times of stress. You’re that face that shows up for a woman on the second floor of a burning building just when she thinks it’s all over for her… The amazing thing about all of you is that the very things you do when you’re on duty to save people’s lives, you do when you're off duty. There’s no separation.

President Obama was in Chicago on Friday to talk about the importance of making sure every child in America has every chance in life to succeed. Speaking at the Hyde Park Career Academy, which is less than a mile from the Obama's home in that city, the President discussed the recent death of Hadiyah Pendleton, a Chicago teenager who was shot just days after attending the 57th Presidential Inauguration in Washington, DC.

Hadiyah's parents were guests of First Lady Michelle Obama at the State of the Union address on Tuesday, where President Obama discussed the need to prevent this kind of senseless violence and protect American children. But the important goal of keeping guns out of the hands of criminals is not enough to ensure a bright future for all of our children, and the President also laid out a plan to rebuild ladders of opportunity for every American who is willing to work hard and climb them. This includes making sure every child in America has access to high-quality pre-K, and raising the minimum wage so that no family that works hard and relies on a minimum wage is living in poverty. But creating a path into the middle class also means transforming high-poverty communities into places of opportunity that can attract private investment, improve education, and create jobs, and President Obama talked about his plan to make that happen:

Italian President Giorgio Napolitano joined President Obama today in the Oval Office for a discussion about the deep and abiding friendship between our two countries. President Obama thanked Italy for their contributions to the NATO alliance, and called President Napolitano, whose term ends in May, a visionary leader, “who has helped to guide and steer Europe towards greater unification, but always with a strong transatlantic relationship in mind.”

But the primary focus of the conversation was on the world economy and President Obama's plan to pursue a U.S.-European Union free trade agreement, which he discussed in his State of the Union address earlier this week.

President Napolitano expressed enthusiasm for the proposed agreement, saying he believes it will represent “a relevant contribution for promoting a new wave of development of technologic advancement of social justice on both shores of the Atlantic. And I think it can represent even something more. It is to say a new historic stage in relations between Europe and the United States — not only economically, but also from a political and moral point of view.”

President Obama: High Quality Pre-K Is "Good Bang for your Educational Buck"

In his State of the Union address on Tuesday, President Obama laid out a plan for reigniting the true engine of America’s economic growth: a thriving, growing, rising middle class. A key component of that plan is making sure that every American has the skills they need for the competitive global job market, which means that education must begin at the earliest possible age.

The President proposed working with states like Georgia to make high-quality preschool available to every child in America, and today he paid a visit to that state to see firsthand how the programs they have put in place are making a difference in the lives of our youngest citizens:

Study after study shows that the earlier a child begins learning, the better he or she does down the road. But here’s the thing: We are not doing enough to give all of our kids that chance. The kids we saw today that I had a chance to spend time with in Mary's classroom, they're some of the lucky ones — because fewer than 3 in 10 four-year-olds are enrolled in a high-quality preschool program.

Most middle-class parents can’t afford a few hundred bucks a week for private preschool. And for the poor children who need it the most, the lack of access to a great preschool education can have an impact on their entire lives. And we all pay a price for that. And as I said, this is not speculation. Study after study shows the achievement gap starts off very young. Kids who, when they go into kindergarten, their first day, if they already have a lot fewer vocabulary words, they don’t know their numbers and their shapes and have the capacity for focus, they're going to be behind that first day. And it's very hard for them to catch up over time.

First Lady Michelle Obama hosts a “Beasts of the Southern Wild” Movie Workshop for Students

First Lady Michelle Obama today welcomed 80 middle and high school students to an interactive workshop with the cast and crew of the film Beasts of the Southern Wild, in the State Dining Room. The students, who were from Washington DC and New Orleans, LA, got to talk with director Benh Zeitlin, actor Dwight Henry and the movie's 9-year-old star, Oscar-nominated actress Quvenzhané Wallis, who stars as Hushpuppy.

Mrs. Obama described the film as “beautiful, joyful and devastatingly honest,” and praised its underlying message of strength and resilience:

It's a movie that makes us all think deeply about the people we love in our lives who make us who we are. It shows us the strength of our communities, no matter what they look like. It shows us that those communities can give us the power to overcome any kind of obstacles. And it also tells a compelling story of poverty and devastation, but also of hope and love in the midst of some great challenges.

So there are so many important lessons to learn in that little 93 minutes. That’s the other cool thing — that a director and a set of writers and producers can say so much in just 93 minutes. And it doesn’t always happen in a movie, quite frankly — (laughter) — but this one did it, and that’s why I love this movie so much and why our team wanted to bring it here to the White House and share it with all of you.

Americans Are Responding to the State of the Union

Earlier tonight, the nation heard from President Obama, when he laid out his plan for a strong middle class and a strong America. And now, the White House is hearing from many of you.

Jason, who described himself as a veteran, told us: “I went to college using the GI Bill and was able to buy a home using the VA Home Loan. Please continue to give veterans the benefits they deserve and give them more help for transitioning out of the military back into civilian life.” Jason was responding to something the President said during his address: “We will keep faith with our veterans – investing in world-class care, including mental health care, for our wounded warriors; supporting our military families; and giving our veterans the benefits, education, and job opportunities they have earned.”

Speaking in the State Dining Room at the White House, President Obama today announced that he has chosen Sally Jewell to be the next Secretary of the Interior. For the past eight years, Ms. Jewell has been the CEO of REI, one of America's most successful and environmentally consious retailers. Previously, she had worked in oil fields in Oklahoma and Colorado, and as an energy expert in banking — experience the President highlighted as he introduced Ms. Jewell to the American people:

So even as Sally has spent the majority of her career outside of Washington — where, I might add, the majority of our interior is located — she is an expert on the energy and climate issues that are going to shape our future.
