Calif. outage leaves 123,000 without power

Authorities say a power outage in Southern California has left at least 123,000 customers in the dark in San Diego and Orange counties.

San Diego Gas & Electric spokeswoman Jennifer Ramp says the blackout began at just after 11:40 p.m. on Thursday and continued into the early morning hours of Friday.

Ramp told KNBC-TV (http://bit.ly/13ECZkb ) that the company’s entire south Orange County customer base was without power. That includes the cities of Mission Viejo, San Clemente and San Juan Capistrano, as well as Camp Pendleton in neighboring San Diego County.

The company is investigating the cause of the outage.

Officials: Southern Calif. wildfire threatens dozens of homes

A fast-growing wildfire in the mountains west of Palm Springs destroyed three houses and three mobile homes, and was threatening dozens more residences, officials said Tuesday.

The blaze also destroyed more than a dozen small buildings, a cabin, a garage and about a half-dozen vehicles, the U.S. Forest Service said in a statement. One house was damaged but not destroyed.

The wildfire started Monday between Palm Springs and Hemet, near the rural Riverside County community of Mountain Center, and a day later had surged to about 14 square miles.

More than 2,200 firefighters and 25 aircraft had the blaze 10 percent contained.

It was mostly moving east toward the desert and away from small communities of homes, summer cabins and ranches in the San Jacinto mountains, but a change in the wind could easily sweep it back toward homes, authorities said.

“It’s a rapidly changing animal,” said Forest Service spokesman Lee Beyer.

About 50 homes were evacuated along with Camp Ronald McDonald, which hosts programs for children with cancer and their families.

The fire also led authorities to close a pair of state highways and the Pacific Crest Trail.

A public pool about 20 miles away in Indio was closed because of ash falling on the water.

The fire raged in thick brush and trees at an elevation of 5,000 to 7,500 feet, sending flames 100 feet high. Some of the area had not burned in 35 years and the vegetation was dried out, Beyer said.

“We only had 40 to 50 percent of normal precipitation” over the winter and no rain at all since early April, he said.

Meanwhile, an 11-square-mile wildfire in San Diego County was contained Monday after destroying more than 100 mountain cabins. Authorities say human activity sparked the fire near Julian on July 6.

(Phys.org) —According to experts in the Training, Research and Education for Driving Safety (TREDS) program at the University of California, San Diego School of Medicine, there were approximately 3,300 deaths and 400,000 injuries nationwide in 2011 due to collisions involving distracted driving. The use of cell phones while operating a vehicle is currently the leading cause of driver distraction crashes in California. With April being national distracted driving awareness month, a team of researchers released survey results that reveal the habits of San Diego County drivers who use their cell phone while behind the wheel.

Penn National Gaming Enters into Management and Development Agreements with Jamul Indian Village for New $360 Million Hollywood-Branded Casino & Resort in San Diego County

SAN DIEGO & WYOMISSING, Pa.–(BUSINESS WIRE)– Penn National Gaming, Inc. (NAS: PENN) announced today that one of its wholly-owned subsidiaries and the Jamul Indian Village (“the Tribe”) have entered into definitive agreements to jointly develop a Hollywood-branded casino and resort on the Tribe’s trust land in San Diego County, California. The proposed facility is located approximately 20 miles east of downtown San Diego, right off Route 94.

The proposed $360 million development will include a three-story gaming and entertainment facility of approximately 200,000 square feet featuring at least 1,700 slot machines, 50 live table games including poker, multiple restaurants, bars and lounges and a partially enclosed parking structure with over 1,900 spaces. The proposed project will create an estimated 1,200 construction jobs and up to 1,500 permanent jobs in the area. It is anticipated that construction could commence late this year with an expected construction period of approximately 24 months. Penn National may, under certain circumstances, provide backstop financing to the Tribe in connection with the project and, upon opening, Penn National will manage the casino and resort.

The agreements with Penn National will allow the Tribe to realize its vision for revitalizing its six-acre reservation, while creating and supporting employment opportunities. Ultimately, the newly-designed project will create jobs for the local community in the Jamul and Dulzura areas, allow the Tribe to become self-sufficient and enable it to share gaming revenue with local governments and charities.

“The development and management of a Hollywood-branded casino and resort with Executive Council Chairman Hunter and the Jamul Indian Village will deliver a balance of economic benefits, environmental stewardship and social responsibility,” said Timothy Wilmott, President and Chief Operating Officer of Penn National Gaming. “We look forward to a productive collaboration with the Tribe that will benefit the community, the Tribe and Penn National.”

“We are pleased to work closely with Penn National Gaming, a respected industry leader that brings significant experience, energy and integrity to this important project,” said Tribal Executive Council Chairman Raymond Hunter. “Penn National has a proven track record of development and operation of first-class gaming facilities and its strong balance sheet is an asset to the project. Penn National also shares the Tribe’s focus on a development that is consistent with the character of the Jamul area. Trial for man charged with shooting Calif deputies

A suspect in a child molestation case who is charged in a gun battle that seriously wounded two Southern California sheriff’s deputies has been ordered to stand trial.

City News Service reports a judge in El Cajon on Thursday ruled that there’s enough evidence to try Daniel Witczak (WIT’-zak) on charges of attempted murder and child molestation.

The 30-year-old was wounded in a September shootout after San Diego County deputies went to his Lakeside apartment to investigate allegations that he molested his girlfriend’s 6- and 8-year-old daughters.

Two deputies who were wounded in the gun battle are recovering.

At Thursday’s hearing, Detective Ali Perez testified that he was shot in the torso with a rifle, saw a vision of Jesus and prepared himself for death. He says Jesus told him to bless Witczak.

Witczak faces 190 years to life in prison if convicted.

Judge rules 3 members of sex bondage ring to stand trial in Marine wife's death

Three members of a sex bondage ring will stand trial for murder in the death of a Camp Pendleton Marine‘s wife, a San Diego County judge ruled Monday.

Superior Court Judge K. Michael Kirkman said evidence from a six-day hearing suggested that 22-year-old Brittany Killgore was the victim of an effort to act out a fantasy. He ordered Louis Perez, Jessica Lopez and Dorothy Maraglino to face trial on charges of murder, kidnapping, torture, attempted sexual battery and conspiracy.

Earlier Monday, a detective testified that a document attributed to Maraglino identifies her as a participant in a beating and asphyxiation.

“We had the best of intentions and any injury or loss of life should be considered an accident,” read the document recovered from a CD.

Detective Brian Patterson, who read the document aloud, said investigators also found whips, paddles, videos and other evidence of a sex bondage activity at Maraglino’s home in Fallbrook, north of San Diego. The detective was the prosecution’s final witness in the hearing to determine if Maraglino, Perez and Lopez should face trial for Killgore’s April 2012 death.

Another San Diego County sheriff’s detective, Daniel Pierce, testified that cellphone towers traced Lopez’s phone to the area where Killgore’s nude body was found in Lake Skinner. The phone was located in the area shortly before 4 a.m., several hours after Killgore disappeared.

Killgore disappeared after agreeing to go on a dinner cruise with Perez, who is also a Marine, according to prosecutors. One investigator has said Killgore was kidnapped and made an unwilling participant in bondage and torture before she was strangled.

Last week, Elizabeth Hernandez, who was identified in court as the victim’s best friend, testified that she and Killgore became acquainted with the defendants in 2011 after Hernandez responded to an ad selling a fertility monitor on a website used by military families. She said they used to socialize with them but never participated in their alternative lifestyle in which Perez played the master, Maraglino was the mistress and Lopez was the slave.

Hernandez testified that she and Killgore had a falling out in 2012 as the victim prepared to divorce her husband, Lance Cpl. Cory Killgore, who was serving in Afghanistan at the time of Brittany Killgore‘s death.

She said Brittany Killgore started dating Hernandez’s brother, and they started referring to her as “the disease.”

Investigators found Killgore’s blood and a weapon in Perez’s car, according to prosecutors. Perez told investigators he dropped off Killgore in downtown San Diego‘s bustling Gaslamp District, but investigators concluded that he lied about his whereabouts and stayed about 60 miles north in Fallbrook.

Perez was arrested April 15 on suspicion of possessing a stolen assault rifle and was later charged with murder. Lopez was arrested two days later at a San Diego hotel where authorities said she was discovered with self-inflicted cuts.

Authorities also found a letter in which Lopez allegedly claimed she killed Killgore out of fear that the woman would come steal away Perez, whom she described as her “master.”

Hearing set for 3 charged with killing wife of Camp Pendleton Marine

Three people charged with kidnapping the wife of a Camp Pendleton Marine, torturing her during sadomasochistic sex and then killing her should find out this week whether they will stand trial.

A preliminary hearing, which starts Monday and is expected to last five days, will end with a San Diego County judge determining whether there is enough evidence to order a trial for Marine Sgt. Louis Ray Perez, Jessica Lopez and Dorothy Maraglino.

The three have pleaded not guilty to killing Brittany Killgore, 22, of Fallbrook, who vanished last year while her estranged husband was serving in Afghanistan. They also are charged with conspiracy, kidnapping and torture.

Prosecutors contend that Killgore met the trio when she and a friend went to a home in Fallbrook, north of San Diego, to buy an item being sold online, according to the North County Times.

Investigators said she later accepted Perez’s invitation to a San Diego dinner cruise after he agreed to help her move.

Killgore was last seen April 13 in a borrowed purple evening gown, three days after she filed for divorce from Lance Cpl. Cory Killgore. Authorities have cleared him of any involvement in her death.

Authorities contend that Killgore was kidnaped and made an unwilling participant in bondage and torture before she was strangled and her nude body left in a ditch near Lake Skinner in Riverside County.

San Diego County sheriff’s detectives said they found “bondage-type sex apparatuses, toys and tools” in the Fallbrook home where the trio lived. Investigators said they believe all three were with Killgore at the home shortly after she apparently sent a desperate text message to a friend that simply said, “Help.”

In an affidavit filed in court last year, a detective said the trio may have targeted Killgore for “unusual sexual fetishes.”

Perez was arrested on April 15 on suspicion of possessing a stolen assault rifle and was later charged with murder.

Lopez was arrested on April 17 at a San Diego hotel where she was discovered with self-inflicted cuts. They also found a letter in which Lopez allegedly claimed that she killed Killgore out of fear that the woman would steal away Perez, whom she described as her “master.”

Lopez said she tried to chop up Killgore’s body with power tools before dumping it near the lake, but the body was found hours later.

The letter also contended that Perez and Maraglino weren’t responsible for the killing. However, prosecutors said both were involved.

Utility-scale solar facility in San Diego County provides clean power to SDG&E customers

PRINCETON, N.J.–(BUSINESS WIRE)– NRG Energy, Inc. (NYS: NRG) , through its wholly owned subsidiary NRG Solar, announced the start of commercial operations for the Borrego I Solar Generating Station, a 26 megawatt (AC) photovoltaic facility located northeast of Borrego Springs, Calif. The station’s electricity will be sold to San Diego Gas & Electric under a 25-year power purchase agreement.

“Borrego is our first utility-scale solar facility providing power to the San Diego area, helping to create local construction jobs and meet SDG&E’s demands for cost-competitive renewable sources of electricity,” said Randy Hickok, Senior Vice President of NRG Solar. “Our large-scale solar facilities provide clean, renewable energy that Californians want for their homes and to power the electric vehicle infrastructure NRG is currently building in California and Texas. Taken together, solar and electric vehicles will go a long way toward reducing our reliance on fossil fuels and our carbon emissions.”

“The Borrego I Solar Generating Station will provide clean renewable solar power for our customers, and is the first utility scale local renewable project to come online in San Diego County since 2006,” said Matt Burkhart, vice president of electric and fuel procurement for SDG&E. “We applaud NRG Energy for their perseverance in getting this project constructed and look forward to more local renewable projects.”

The Borrego facility will generate enough energy to meet the annual needs of approximately 9,000 homes. Using clean solar power also avoids the annual emission of approximately 19,000 tons of carbon dioxide into the atmosphere, the equivalent of taking 3,500 cars off the road.

Borrego is one of eight large-scale solar facilities in NRG‘s ownership portfolio that is currently producing clean solar power for thousands of homes and businesses in three states. The other seven completed or partially completed plants are Agua Caliente (under construction) and Avra Valley in Arizona; Roadrunner in New Mexico; and Avenal, Blythe, Alpine and California Valley Solar Ranch (under construction) in California. Crisis counselors to visit California school following student's mass shooting threat

Crisis counselors and extra staff are expected to be on hand at a California school Monday to help students cope after a 12-year-old threatened to shoot 23 students and a teacher, Fox 5 San Diego reports.

The student at Twin Peaks Middle School in Poway was arrested Saturday after he allegedly sent an email to a school administrator that warned of a shooting.

The email threat, sent on Thursday, said that the shooting would occur on Monday, Feb. 11, according to a San Diego County Sheriff’s Department release. The email mentioned numerous guns and 3,000 rounds of ammunition.

Detectives identified a student at the school as the possible email sender and served a search warrant at his house on Saturday, seizing several computers, rifles and handguns.

Sheriff’s Capt. Bill Donahue later told reporters at a press conference that police took five rifles, three shotguns and three handguns, which the child did not have access to, Fox 5 San Diego reports.

The teacher mentioned in the threat, who wishes to remain anonymous for safety reasons, said she is on high alert.

“I kept asking myself, `Why me?’ Literally wracking my brain trying to figure out who it is,” she told NBC 7 San Diego.

The student was taken to a local hospital for treatment and evaluation, and it is believed no one else was involved in making the threats, the statement said.

The case will be reviewed by the San Diego County district attorney. Terrorist threats are considered felonies in California.

“Obviously, this situation is both saddening and disturbing,” Poway Unified School District Superintendent John Collins said in a statement, Fox 5 San Diego reports. “However, it is critical that all touched by this threat understand that the system worked. An anonymous threat was made, identified and with multiple agencies working together, the threat was averted.”

Hash oil causes blast, hurts 3 near SeaWorld in SD

An explosion tore through a hotel near SeaWorld San Diego where a couple was allegedly extracting hash oil, sending guests fleeing for safety and putting three people in the hospital, authorities said.

A 22-year-old man in the room suffered life-threatening injuries in the Wednesday explosion at the three-story Heritage Inn Sea World Hotel, authorities said. Also hurt were a woman in the room and a young man staying next door.

Julie Jordan of San Diego was sleeping with a friend’s baby in a nearby room when she felt the building shake violently, then heard a loud explosion. She ran outside and saw a shattered window and a badly injured man sitting at the bottom of some stairs, she said.

“There was chaos. I was very confused. When I came out of the room, I didn’t know which way to turn,” she said.

Another guest, Joseph Tydingco, said “It was like a disaster zone in there.”

Investigators found several boxes containing canisters of butane inside the room where the blast occurred, police Lt. Joseph Ramos said.

The butane apparently was ignited by a cigarette, Fire-Rescue Department spokesman Maurice Luque said. The second-floor room looked like a “war zone,” he said.

“It was a very intense and devastating explosion,” Luque said.

Hash oil is made by packing finely ground stems and leaves of marijuana plants in a pipe and pouring butane through it, said Amy Roderick, a spokeswoman for the U.S. Drug Enforcement Administration, which is leading the investigation. The liquid typically is then cooked on a stove to separate the butane.

Hash oil averages about 15 percent THC, the chief intoxicant in marijuana, according to the DEA. A drop or two is about as potent as a marijuana cigarette.

The DEA did not confirm that a cigarette ignited the butane or know the size of the drug operation.

“It just looks like a bomb that blew up there,” Roderick said. “It’s hard for us to tell what was going on there.”

The DEA will review the evidence before deciding whether to send the case to the San Diego County district attorney’s office for criminal charges.

Authorities said the couple in the room where the explosion occurred suffered burns, and the man in the neighboring room had bruises, cuts and possible burns.

The badly burned man was in “very, very serious” condition, Luque said. His female companion and the man in the next room — both believed to be around 20 years old — were in moderate condition. Their names were not released.

Joseph Tydingco, 52, rushed out of his room after what felt like a major earthquake and saw black smoke billowing from rooms. He grabbed a fire extinguisher and, with another guest, removed mattresses as they heard people screaming outside.

Tydingco, a SeaWorld maintenance worker, estimated that walls collapsed in six rooms. Police said at least four rooms were destroyed or badly damaged.

The blaze was mostly under control within minutes of the blast, which happened at about 11:15 a.m.

Tydingco said the hotel largely caters to vacationing families on tight budgets and local residents who lack enough cash to sign a rental lease.

Voice of Charlie Brown arrested in California on stalking, other charges

Authorities in California say the voice actor who portrayed Charlie Brown in many “Peanuts” shows was arrested on charges that include stalking.

U.S. Customs and Border Protection spokeswoman Angelica de Cima said Peter Robbins was arrested Sunday at the San Ysidro Port of Entry. She told U-T San Diego that a background check yielded a warrant against Robbins from the San Diego County sheriff’s department.

A sheriff’s spokeswoman said she did not have details about the warrant.

The 56-year-old is set to be arraigned Wednesday on counts of making a threat to cause death or great bodily injury and of stalking. His manager has declined to comment.

Robbins was the voice of Charlie Brown for TV specials, “A Charlie Brown Christmas” and “It’s the Great Pumpkin, Charlie Brown.”

Police shoot armed suspect in San Diego theater

Moviegoers at a San Diego theater ducked for cover as officers stormed in during a film screening and shot and critically wounded a gunman hiding in their midst.

No one else was hurt in the shooting Saturday inside Reading Cinemas Carmel Mountain in northern San Diego, officer David Stafford said.

The gunman, identified as 20-year-old Tom Billodeaux of Escondido, was taken to a hospital after being shot in the arm and chest, police said.

Billodeaux became the target of an intense police search after witnesses reported seeing him get into a fight with his girlfriend across the street from a shopping plaza where the Cineplex is located, Lt. Ernie Herbert said.

Witnesses tried to intervene, but he threatened them with a gun and ran to the shopping plaza.

The owner of a business next to the Cineplex said police shut down the shopping center’s parking lot and stopped every car to look for the man. Officers with dogs checked each store, while a police helicopter hovered above.

“There were 20 police cars blocking the entrance, then the fire truck and the ambulance rushed in,” Steve Krongard, the owner of the Nickel City arcade, said. “Then we saw seven cops with what looked like rifles, then paramedics went into the theater.”

Herbert said police turned their attention to the Cineplex after learning that an armed man had ducked into the Cineplex.

Capt. Terry McManus told U-T San Diego that police searched theater by theater and evacuated moviegoers until two officers spotted him in a theater with about 15 others.

McManus said the man initially complied with officers’ order to put his hands up, but then he put them back in his lap and brandished a handgun. He said one of the officers opened fire.

The officers thought their lives were threatened, he said, “and more importantly, they thought the lives of others were in jeopardy.”

The theater’s manager told Krongard the shooting occurred during a screening of “Les Miserables.”

A moviegoer told KGTV the lights suddenly went on during the film and two officers came into the theater with their guns. Another witness told the station that everyone got on the floor and started heading for the exit doors.

McManus said the gunman never made any threats to others in the theater. He said the man had left a suicide note at his Escondido home before going to his girlfriend’s workplace to confront her.

It was the second shooting at a San Diego County movie theater in as many days.

A concession worker suffered an arm injury when a shot fired outside a San Marcos movie theater went through the lobby window and struck her, sheriff’s officials said.

The shooting occurred during a fight in the parking lot at Edwards San Marcos Stadium 18 and triggered a large police response because authorities were initially not sure whether there was a shooter inside the Cineplex.

No arrests have been reported after the San Marcos shooting.
