Northrop Wins $53 Million for Computer, Air Defense Work

Northrop Grumman came away with more contract wins than anyone else Tuesday on the Pentagon’s supplier list, scoring two contracts worth nearly $53 million, combined.

The larger of the two contracts, worth $40.5 million, tasks Northrop’s Information Systems division with performing research and development, enhancement, integration, deployment and sustainment work related to the Secure Access Baseline for the EnterpRise (SABER) initiative for the Air Force Intelligence, Surveillance and Reconnaissance Agency, the Department of Homeland Security, the Defense Intelligence Agency, and other intelligence community and Department of Defense customers. Northrop has an April 9, 2018, completion date for this work.

The company also won a $12.4 million contract to extend by four months its work on the Counter Rocket Artillery Mortar (C-RAM ) Command and Control System. C-RAM is a system that integrates the military’s existing field artillery and air defense sensors with a commercial off-the-shelf warning system and a Navy-designed interceptor rocket to shoot down incoming indirect fire rounds — mortars, artillery shells, and the like.

According to the Pentagon, counting the instant extension, Northrop’s underlying C-RAM contract is now worth $156 million.

Northrop Wins $71 Million in Global Hawk Orders

Northrop Grumman , one of the biggest winners in the Air Force‘s seismic shift toward unmanned airplanes, increased its lead even further Tuesday.

According to the company, Northrop has just been awarded an “undefinitized” contract worth $71 million, as the USAF retains the company’s services to “provide engineering support for the production and final acceptance testing of … Lot 10” Global Hawk drones. (Lot 10 refers to the sequential order number of batches of new Global Hawks bought by the Air Force.)

Northrop’s tasks will include supporting “program management, engineering, and flight operations necessary to complete Lot 10 aircraft and sensor deliveries, which will include” two Block 30 Global Hawk aircraft, two more advanced Block 40 drones, and retrofits of advanced sensors upon a further three drones from previous “lots” purchased.

Northrop expects all work on this contract modification to be complete by the end of next year.

Northrop shares declined 0.2% in Tuesday trading despite the Global Hawk news, closing at $71.56.

Northrop Wins $34 Million in New Pentagon Contracts

On Friday, the Department of Defense awarded Northrop Grumman two contracts worth a combined $34 million.

The first contract modifies an existing contract by awarding Northrop $28.6 million to provide engineering and production planning services for Mission Packages that will be used aboard Navy Littoral Combat Ships, or LCSes. “Mission Packages” are a relatively new concept for the Navy and consist of standardized sets of equipment, sensors, and crew (Mission Modules) that can be loaded aboard an LCS to transform it into a ship designed for a specific mission.

Think of the LCS as the base plate in a Lego set. Depending on what kind of mission you might need to perform, different sizes and colors of Legos (Mission Modules) could be added to the base plate to build a complete Mission Package. For example, an LCS equipped for a surface warfare mission might be equipped with MK 46 and MK 44 cannons and associated rounds, surface-to-surface missiles, and an MH-60R Seahawk helicopter. LCSes destined for other missions might receive equipment better suited for minesweeping, for anti-submarine warfare, for anti-piracy, and so on.

Northrop’s role in the instant contract is to assist in picking out the right “Legos,” and evaluating how they work through a dynamic process of “continuous evaluation.”

The company’s role in the second contract is more straightforward. For $5.4 million, Northrop will support U.S. Army efforts to develop digitized communications among units on the battlefield, a project referred to as the “Lower Tactical Internet.” Northrop will continue its work here through Sept. 12.

Northrop Wins $174 Million Pentagon Contract

For the second time this week, Northrop Grumman has won a contract related to its LITENING Targeting Pod System. On Tuesday, the Pentagon awarded Northrop $7.1 million for sensor enhancement work on the system. On Thursday, though, the Pentagon gave Northrop a much more substantial order — $173.6 million in the form of a firm-fixed-price, cost-reimbursable-no-fee, time and material contract for sustainment of LITENING. Work on this contract is to be completed by December 31, 2017.

Northrop describes LITENING as a “self-contained, multi-sensor targeting and surveillance system” used to “detect, acquire, auto-track and identify targets at extremely long ranges for weapon delivery” (i.e. shooting at). LITENING is also said to be useful for “nontraditional intelligence, surveillance and reconnaissance missions.”

The targeting pod is in use by both the U.S. Air Force, the USMC, and eight allied foreign countries — Australia, Denmark, Finland, Israel, Italy, the Netherlands, Portugal, and Spain. It is installed aboard Block 30, 40, and 50 F-16 fighter jets, aboard the A-10C Warthog, the F-15E Strike Eagle, the B-52 bomber, F/A-18 C/D fighter bomber, the AV-8B Harrier, and the EA-6B electronic warfare aircraft.

Northrop Wins $50 Million in Electronic Warfare Contracts

On Tuesday, the Department of Defense announced the award of more than $50 million via two new contracts for Northrop Grumman . Both contracts fall under the broad category of “electronic warfare” products, but one is offensive, and the other defensive.

The larger, offensive equipment award calls upon Northrop to supply $30 million worth of “contractor logistics support services” on the company’s “precision geo-location and non-traditional intelligence, reconnaissance and surveillance” radar pod, the AN/ASQ-236, for the U.S. Air Force. The AN/ASQ-236 is an externally mounted, self-contained antenna and radar system installed on the Boeing F-15E Strike Eagle. Northrop is to service the equipment in question through March 11, 2016.

The larger, defensive award is a $20.6 million contract modification through which Northrop will provide both hardware and support services for the Air Force‘s Large Aircraft Infrared Countermeasures System (LAIRCM). LAIRCM uses Northrop’s high-intensity Viper Laser to target and blind incoming heat-seeking missiles, to disable them before they can engage a defended aircraft. LAIRCM is already installed on some Sikorsky CH-53E helicopters. The Pentagon has been working to expand its deployment on fixed-wing transport aircraft, such as C-17 and C-130 transports, as well as other helicopters. The current contract, however, is labeled “involves Foreign Military Sales” — so deployment plans may extend beyond U.S. military forces.

LAIRCM is estimated to cost approximately $3 million per unit, adding $3 million to the cost of each aircraft upon which it is installed. Northrop’s work on the instant LAIRCM contract is to be completed by April 30, 2015.

Northrop Wins $93 Million in Pentagon Contracts

Over the past two in-sequester days, the Pentagon has awarded a total of 42 separate contracts to various contractors, worth well over $4 billion in aggregate.

Among many beneficiaries, Northrop Grumman won a total of four contracts in two days:

  • The largest of the four awards, for $49.3 million, came in the form of a contract for “guardrail modernization system spare parts.”Contrary to what the name might suggest, this contract has nothing to do with roadside safety, rather referring to the U.S. Army’s upgrade of its RC-12X “Guardrail” signals intelligence (SIGINT) aircraft, which is built upon a Beechcraft King Air turboprop chassis. The contract has a March 5, 2018 completion date.
  • Northrop Grumman won a $22.2 million contract modification award on its contract to upgrade the cryptography on remote key/code changes in the nation’s ICBM fleet. This contract runs through Aug. 3, 2013.
  • The company’s Electronic Systems Sector, Land and Self Protection Systems Division, won an $11.7 million modification to a previously awarded contract “for software and the integration of that software into the hardware design of the AN/APR-39D(V)2processor and appropriate antennas and receiver resources in support of various naval aviation platforms.” This award refers to upgrades on radar “threat” receivers, which alert a pilot to the fact that he is being tracked by enemy weapons-targeting radar. Work on this one should be completed by March 2014.
  • Finally, Northrop’s Information Systems division won a $9.8 million contract exercising an option on a previous contract for systems sustainment in support of a biometrics database. Completion date: Feb. 28, 2014.
