Intel will offer 'Broadwell' SOC to battle Calxeda, AMD

Intel has updated its road map with a new, low-power server chip to help it ward off competition from Calxeda and other makers of low-power chips.

The new chip will be based on Broadwell, a microarchitecture to be introduced next year as the successor to Intel’s Haswell design. But this processor will be a system-on-chip, setting it apart from Intel’s other Xeon server products.

SOCs combine several components onto a single chip to reduce power consumption and space requirements. In the server market, they’re often used in micro-servers, a type of low-power server used for large-scale, online workloads.

Intel already offers SOCs in its Atom family of chips, but Atom has its own microarchitecture. The new chip announced Monday will be Intel’s first SOC that uses the same microarchitecture as its more powerful Xeon chips.

Presidential Memorandum — Presidential Determination on Syria Drawdown

MEMORANDUM FOR THE SECRETARY OF STATE

THE SECRETARY OF DEFENSE

SUBJECT: Drawdown Pursuant to Section 552(c)(2)of the Foreign Assistance Act of 1961 of up to $10 Million in Commodities and Services from any Agency of the United States Government to the Syrian Opposition Coalition (SOC) and the Syrian Opposition's Supreme Military Council (SMC)

Pursuant to the authority vested in me as President by the Constitution and the laws of the United States, including section 552(c)(2) of the Foreign Assistance Act of 1961, as amended (FAA), 22 U.S.C. 2348a, I hereby determine that:

(1) as a result of an unforeseen emergency, the provision of assistance under chapter 6 of part II of the FAA in amounts in excess of funds otherwise available for such assistance is important to the national interests of the United States; and

(2) such an unforeseen emergency requires the immediate provision of assistance under chapter 6 of part II of the FAA.

In addition, pursuant to the authority vested in me as President by the Constitution and the laws of the United States, including section 614 of the FAA, I hereby determine that it is important to the security interests of the United States to furnish this assistance to the SOC and the SMC without regard to any other provision of law within the purview of section 614(a)(1) of the FAA.

I therefore direct the drawdown of up to $10 million in nonlethal commodities and services from the inventory and resources of any agency of the United States Government to provide food and medical supplies to the SOC and the SMC for distribution to those in need.

The Secretary of State is authorized and directed to report this determination to the Congress, to arrange for its publication in the Federal Register, and to coordinate execution of this drawdown.

The Multikine Phase III study is enrolling patients with advanced primary, not yet treated, head and neck cancer on 3 continents around the world. The objective of the study is to demonstrate a statistically significant 10% improvement in overall survival of enrolled patients who are treated with Multikine plus Standard of Care (SOC) vs. subjects who are treated with SOC only. The universally accepted current standard of care for the patient population being enrolled in the CEL-SCI study is surgery plus radiation or surgery plus concurrent radiation and chemotherapy, dependent on the risk factors for recurrence found after surgery. Multikine treated patients receive 15 local injections of Multikine over a 3 week period prior to standard of care treatment. Multikine injections are administered in the area around the tumor and in the area of the adjacent lymphnodes since those two areas are where the tumor is most likely to recur. Multikine is intended to create an anti-tumor immune response to reduce local / regional tumor recurrence and thereby increase the survival of these patients.

CEL-SCI’s lead investigational therapy Multikine, is the first immunotherapeutic agent being developed as a potential first-line treatment for advanced primary head and neck cancer. If it were to be approved for use following completion of our clinical development program, Multikine would become an additional and different kind of therapy in the fight against cancer: one that employs our body’s natural ability to fight tumors.

Vice President Biden met with United Nations and Arab League Joint Special Representative (JSR) Lakhdar Brahimi today in Munich, Germany, on the margins of the Munich Security Conference. The Vice President thanked Brahimi for his steadfast work to bring resolution to the ongoing crisis in Syria and pledged that the United States would continue to support his efforts. The Vice President and JSR Brahimi discussed the dire humanitarian situation inside Syria and the regional implications of the Syria crisis.

Vice President Biden also met separately with Syrian Opposition Coalition (SOC) President Moaz al-Khatib on the margins of the Munich Security Conference. The Vice President praised al-Khatib’s personal courage and leadership of the SOC, the legitimate representative of the Syrian people. New protocol recommendations for measuring soil organic carbon sequestration

Increased levels of greenhouse gases, particularly carbon dioxide (CO2), have been associated with the burning of fossil fuels, deforestation, cultivation of grasslands, drainage of the land, and land use changes. Concerns about long-term shifts in climate patterns have led scientists to measure soil organic carbon (SOC) in agricultural landscapes and to develop methods to evaluate how changes in tillage practices affect atmospheric carbon sequestration. University of Illinois professor of soil science Kenneth Olson has used data collected over a 20-year period at Dixon Springs, Ill., to develop a new protocol for more accurately measuring the carbon removed from the atmosphere and subsequently sequestered in the soil as SOC.
