Pentagon Announces Contracts With Dell, Cardinal Health, Raytheon

Judging by the contract announcements coming out of the Department of Defense these past few days, Pentagon spending is drying up faster than a Midwest cornfield in July.

Yesterday, the Pentagon announced awards of just $347 million in new contracts to contractors. Some were not the kind of companies you’d expect. For example:

  • Dell landed a $9.6 million contract to supply the U.S. Army with desktop computers and tablets.
  • Cardinal Health won $18.6 million as a contract modification exercising an option year on a contract to supply various Army, Navy, Air Force, and Marine Corps locations, and federal civilian agencies, with laboratory supplies through April 12, 2014.

On the other hand, traditional defense contractors are still earning money by working for the Pentagon. On Tuesday, Raytheon was awarded a $35.2 million order for AN/ALE-50 towed decoys, which aircraft can deploy to distract incoming missiles. Raytheon is expected to complete deliveries on this contract by March 31, 2015.

DSCA Seeks Authorization to Sell Singapore $246 Million Worth of Missiles

In twin announcements (link opens in PDF), Defense Security Cooperation Agency says (link opens in PDF) it has notified Congress of plans to make “Foreign Military Sales” to Singapore of two batches of air-to-air missiles.

The first delivery DSCA wishes to proceed with involves 100 AIM-120C7 Advanced Medium Range Air-to-Air Missiles (AMRAAM) manufactured by Raytheon (NYS: RTN) , Honeywell (NYS: HON) , Exelis (NYS: XLS) , and Alliant TechSystems (NYS: ATK) . Factoring associated equipment, parts, training, and logistical support into the cost of the order, the AMRAAM delivery would be worth an estimated $210 million to the companies involved.

Additionally, DSCA informed Congress of a planned sale of 20 AIM 9X-2 SIDEWINDER Block II All Up Round Missiles manufactured by Raytheon — also with included equipment, parts, training, and logistical support — valued at $36 million in total.

DSCA clarified that the AMRAAM missiles would be used to arm F-15SG fighter jets for the Singaporean Air Force. The intended use of the Sidewinders was not spelled out, but they seem likely to be destined for the same purpose.

According to DSCA, “The Republic of Singapore requires these missiles to meet current and future threats of enemy aircraft.”

Justifying the sale, DSCA advised Congress that both sales “will contribute to the foreign policy and national security of the United States by increasing the ability of the Republic of Singapore to contribute to regional security … [bolstering Singapore‘s] counter-piracy and counterterrorism efforts … to stabilize a critical chokepoint where much of the world’s goods and services transit en route to and from the Asia Pacific region.”

Raytheon Wins $70.5 Million in New Missile Contracts

On a slow day for Defense Department awards, Raytheon  (NYS: RTN) made out pretty well on Thursday, scoring a pair of Pentagon contracts worth a combined $70.5 million.

The larger of the two awards, weighing in at a hefty $49.9 million, came in the form of a modification to a sole-source cost-plus-fixed-fee contract to perform engineering work on Standard Missile-3 Block IB — its second such award in as many months. SM-3IB is the latest version of Raytheon’s Standard surface-to-air missile and aims to enhance the original’s effectiveness with enhanced, two-color infrared target seeking and the use of short bursts of precision propulsion to steer the missile toward incoming targets. The SM-3IB is expected to go into service in 2015, and Raytheon’s work on the instant contract will be completed by Dec. 31, 2013.

Raytheon’s other contract of the day, worth $20.6 million, was a modification to a previously awarded firm-fixed-price contract to procure tube-launched, optically tracked, wireless-guided missiles. To date, and counting this latest modification, this original contact has been modified so as to raise its cumulative value to nearly $203 million.

Pentagon Awards German Firm a $343.6 Million Missile Contract

In a concrete demonstration of bilateral military cooperation, the U.S. Department of Defense announced Thursday that it has awarded a firm-fixed-price contract worth $343.6 million to German defense firm RAMSYS GmbH. The contract calls for RAMSYS to supply “445 Block 2 MK-44 Mod 4 Rolling Airframe Missile (RAM) Guided Missile Round Pack (GMRP) All-Up-Rounds (AURs).”

That’s quite a mouthful, and probably requires some explaining. RAMSYS, aka RAM System GmbH, is a Raytheon partner and a joint venture among three European defense firms: privately held Diehl Stiftung owns 25% of RAMSYS, its subsidiary Diehl BGT Defence owns a further 25%, and MBDA Holdings — itself owned by BAE Systems , EADS , and Finmeccanica — owns the remaining 50% of RAMSYS.

RAMSYS‘s near-sole raison d’etre is to build Rolling Airframe Missiles — the “RAM” in RAMSYS — for Europe‘s militaries.

As for the RAM itself, this is an anti-aircraft and anti-cruise missile defense system used on multiple ship platforms in Europe, and was co-developed, and is co-produced, by the U.S. and German governments. The RAM got its name because the surface-to-air missiles that it fires tend to spin or “roll” while in flight. The system is currently in service on about 78 U.S. Navy warships, and aboard 30 German vessels, and the Navies of South Korea, Egypt, Greece, Japan, Turkey, and the UAE are all considering, or have already begun adopting, the RAM, as well.

The Pentagon contract awarded Thursday is expected to be completed by January 2019, and will be 100% paid for by the German government.

Pentagon Doles Out $42.1 Million in Navy Contracts

The Department of Defense announced a series of new defense contracts benefiting the U.S. Navy on Wednesday, with publicly traded companies reaping more than $42 million in awards, including:

  • Raytheon was awarded a $14.9 million firm-fixed-price delivery order against a previously issued basic ordering agreement. Raytheon will supply 103 Pod Adapter Units and 103 NavFLIR Surrogates for use in attaching Advanced Targeting Forward Looking Infrared (FLIR) pods to Navy F/A-18 E/F fighter jets. The work should be completed by November 2015. 
  • Science Applications International Corp. won a $12.7 million modification to a previously awarded firm-fixed-price contract to do IT work in support of the Marine Corps Enterprise Information Technology Services (MCEITS) Operations Capability and Enterprise IT Center Operational Support Services (MOC/EITC) and Systems Integration Environment. This contract runs through March 27, 2017.
  • British contractor BAE Systems was awarded $8 million under a Foreign Military Sales contract to procure and repair Common (Identification Friend or Foe) Digital Transponder (CXP) hardware for the governments of Saudi Arabia, Thailand, South Korea, and Denmark, and also for the U.S. Army and Navy. Completion date: August 2015.
  • CACI won $6.5 million in a six-month option extension of a contract to provide “worldwide logistics services in support of Military Sealift Command fleet operations and readiness” through October 2013.

Pentagon Hands Out $84.4 Million in Small Contracts

The Department of Defense announced a series of small (in defense contracting terms) contract awards to a series of publicly traded companies Thursday. Among them:

  • United Technologies subsidiary Sikorsky won the largest award, a $26.9 million firm-fixed-price foreign military sales contract to convert an unspecified number of UH-60M Black Hawk helicopters for use by the Royal Thailand Army. This contract should be completed by April 30, 2016.
  • In other helicopter news, Boeing won a $17.9 million cost-plus-fixed-fee contract to perform design and engineering work on the CH-47 Advanced Chinook Rotor Blade. This contract funds work through March 18, 2017.
  • One contract that sounds like it involves helicopters — but doesn’t — is the $7.6 million DARPA contract that UTC subsidiary Goodrich just won. In this cost-plus-fixed-fee award, Goodrich will work on Phase 3 of the “Hybrid Multi-Material Rotor (HMMR) program” — a DARPA project to develop new hi-performance rotors for submarine screws. Goodrich’s expected completion date on this work is Sept. 30, 2014.
  • Raytheon was awarded $8.8 million in a firm-fixed-price contract to replace obsolete Pulse Code Modulation (PCM) Encoders in Tomahawk missiles. The PCM Encoder samples flight test missile guidance and avionics telemetry data stream, encodes and formats the data, and provides telemetry information to ground monitoring stations. Raytheon should complete work on this task by March 2015.
  • In the day’s smallest award, International Business Machines won an $8.1 million firm-fixed-price, incrementally-funded contract to support of the Army Learning Management System through March 21, 2014.
  • And finally, Sanofi subsidiary Sanofi Pasteur VaxDesign Corporation was awarded $15.1 million to perform research and development work on an in vitro biomimetic immune system for the Defense Threat Reduction Agency (DTRA). The objective here is to find better ways to test immune responses to difference agents in the lab, to facilitate development of vaccines and immunotherapeutics. Completion date on the work: March 24, 2017.

Raytheon Wins a Mysterious Defense Contract

Over the past two days, defense contractor Raytheon has won a pair of Department of Defense contracts — one of considerable size, and the other of considerable mystery.

The big contract Raytheon won this week was actually a firm-fixed-price contract “modification,” exercising an option under a larger contract to supply the U.S. Missile Defense Agency with AN/TPY-2 advanced mobile radar systems.

A phased array, X-band radar, AN/TPY-2 forms an integral part of America’s Ballistic Missile Defense System, where it is used for threat “surveillance, interceptor track, in-flight data uplink/downlink, target classification/ typing/ identification, and intercept assessment” functions. In the instant contract, Raytheon will receive $8.2 million to supply MDA with one AN/TPY-2 prime power unit. Added to the main contract award, this brings Raytheon’s take on the work to a whopping $580.2 million.

Raytheon’s more interesting contract win, however, came from the mysterious DARPA — the Defense Advanced Research Projects Agency. On Thursday, DARPA awarded Raytheon $21.6 million under a cost-plus-fixed-fee contract to do … something. As the Pentagon’s contract announcement states: “The statement of work for this effort is classified.”

Sure, they could tell you what the contract’s for. But then they’d have to kill you — probably with a drone strike.

Pentagon Signs $170 Million Worth of Contracts

On Tuesday, the Department of Defense announced a number of smallish (in defense industry terms) contracts awarded to several publicly traded companies. Among these:

  • British defense contracting giant BAE Systems won a $66 million Foreign Military Sales contract. BAE will supply AN/AAR-57 Common Missile Warning Systems (CMWS) to the militaries of the United Arab Emirates and Saudi Arabia. CMWS is a system designed to notify the pilot/driver of an aircraft/vehicle when it has been targeted by a heat-seeking missile, and to identify the source of the threat. This contract is to be completed by March 6, 2015.
  • United Technologies‘  Sikorsky Aircraft unit won a contract for $45.3 million to supply helicopter hub rotors. This contract runs through March 5, 2018.
  • Raytheon was awarded a $26.9 million contract to supply “tube-launched optically tracked wireless-guided missiles” for the U.S. Marine Corps. The completion date here is Dec. 31, 2015.
  • General Dynamics‘ Land Systems division landed a $19.9 million Foreign Military Sales contract modification, funding continued training services and contractor logistics support services in Iraq. This contract expires Sept. 30, 2013.
  • Lockheed Martin was awarded $12 million to provide “interim contractor support” for the AN/TPQ-53 counterbattery radar system. Similar to the AN/AAR-57 system BAE is supplying to our Gulf allies, AN/TPQ-53 detects indirect fire (think artillery or mortar rounds), and identifies the source of the fire so that allied forces can quickly target the offending artillery unit. Completion date: Sept. 30, 2013.

Raytheon to Provide Sonar to SAIC

Defense contractor Raytheon has been awarded a subcontract for its fifth- generation hull-mounted sonar system from fellow defense firm SAIC .

The award, which Raytheon announced Tuesday, is part of the U.S. Defense Advanced Research Projects Agency’s Anti-Submarine Continuous Trail Unmanned Vessel program, an initiative designed in response to the growing use of submarines by militaries worldwide.

According to Raytheon, SAIC will use the company’s Modular Scalable Sonar System (MS3) as part of its experimental trimaran vessel in order to provide search, tracking, and other features, all without a human at the controls. MS3 is also designed to handle tasks such as torpedo detection and avoidance, small object avoidance, and other antisubmarine warfare activities.

Joe Biondi, Raytheon Integrated Defense Systems‘ vice president of advanced technology, was quoted as saying, “Historically, manned sonars were central to anti-submarine warfare missions. However, the growing number of submarines traversing the world’s oceans makes this model unsustainable. … By leveraging Raytheon’s heritage in developing undersea sensors, MS3 can be configured to provide the capabilities required for ASW in an autonomous environment.”

The press release did not provide a dollar figure for the subcontract.

Pentagon Awards More Than $102 Million in Contracts

On Monday, the Department of Defense announced a number of smallish (in defense industry terms) contracts awarded to several companies. Among these:

  • The smallest of the day’s awards went to Raytheon , which won a $6.6 million modification to a previously awarded Foreign Military Sales contract. Raytheon will supply four torpedo tube launched (TTL) Tomahawk Block IV cruise missiles to the U.K. military. The DOD announcement clarifies that there are variants of the Tomahawk Block IV: missiles launched from a surface ship equipped with a vertical launch system (VLS), those launched from a submarine equipped with a capsule launch system (CLS), and those launched from a submarine equipped with a TTL launch system. Delivery is scheduled for February 2015.
  • Northrop Grumman won a $7.1 million contract for work on the “Litening ATP-SE [Advanced Targeting Pod — Sensor Enhancement ] Phase IV Operational Flight Program.” Largely a Lockheed Martin program, other companies also work on the pod, and Northrop is one of them. This contract runs through Jan. 12, 2015.
  • Lockheed was awarded a $9 million “not to exceed delivery order” under a previously awarded basic ordering agreement “for the repair of parts for the NA/UYQ-70 advanced display and processor systems for tactical and command, control, communication, computers intelligence (C4I).” Due date: March 2014.
  • Remington Arms, a subsidiary of the gunsmiths-holding company Freedom Group, itself (for now) a subsidiary of private equity powerhouse Cerberus Capital, got the biggest award on Monday’s list: a 10-year (starting from March 7, 2013) contract to supply up to 5,150 precision sniper rifle (PSR) systems for U.S. Special Operations forces, and 4.7 million rounds of ammunition. The estimated contract value is $79.7 million.

Raytheon Contract Grows to $656.7 Million in Value

Over just the past two in-sequester days, the Pentagon has awarded a total of 42 separate contracts to various contractors, worth well over $4 billion in aggregate.

Among many beneficiaries, Raytheon won a pair of contracts in as many days. The smaller of the two awards, for $12.1 million, involves a contract modification paying Raytheon to design “digital signatures” for “critical information exchanges and proof [of] message origin” for the Air Force. Work is expected to be complete by Feb. 28, 2015.

The more important contract comes to Raytheon through the nation’s Missile Defense Agency (MDA), and modifies  an existing contract to perform in-service engineering support for Standard Missile-3 Block IB.

SM-3IB is a new version of Raytheon’s venerable Standard surface-to-air missile, which aims to enhance the original’s effectiveness with enhanced, two-color infrared target seeking, and the use of short bursts of precision propulsion to steer the missile toward incoming targets. The SM-3IB is scheduled to begin deployment in 2015, and this contract runs through Sept. 30, 2015. Raytheon has received contract awards of $594.4 million on this contract. This week’s $62.3 million award lifts the total to $656.7 million.
