Russia: Searches to check for illegal NGO activity

Russian prosecutors are defending their wave of raids on non-governmental organizations, saying they are trying to weed out underground groups and combat money laundering.

The spokeswoman for the prosecutor general’s office, Maria Gridneva, spoke Thursday as international criticism over the searches mounted. France and Germany have summoned Russia‘s ambassadors to explain the searches. The U.S., Britain and the EU have also expressed concerns.

Gridneva said the searches mostly aim to stop groups violating Russia‘s vaguely worded “extremism” statute.

Prosecutors and other officials have raided as many as 2,000 NGOs in the past month under wildly varying and legally dubious pretenses, according to Pavel Chikov, a member of the presidential human rights council.

Although political NGOs face the worst pressure, the searches have also affected French-language courses in Siberia and birdwatchers.

Russian officials searching Human Rights Watch

Russian officials are searching the Moscow offices Human Rights Watch and the corruption watchdog Transparency International, intensifying the recent wave of pressure on non-governmental organizations.

Rachel Denber of Human Rights Watch said Wednesday that officials from the prosecutor general’s office and tax police were conducting an “unannounced audit” and demanding documents.

Transparency’s Russia chief Elena Panfilova said that her organization’s office was also being searched.

Russian officials have searched as many as 2,000 non-governmental groups in the past month, according to Pavel Chikov, a member of the presidential human rights council, whose human rights law group is also being searched.

The searches began after President Vladimir Putin gave a speech to the FSB, the KGB‘s successor agency, in February, urging them to focus on groups receiving foreign funding.

Russian officials search Amnesty International

Officials are searching the Russian headquarters of human rights watchdog Amnesty International.

Amnesty’s Russia chief Sergei Nikitin told the AP by telephone that officials from the general prosecutor’s office and tax police conducted an unannounced audit of his offices Monday. Nikitin said the officials requested documents the government already has on file.

They were accompanied by journalists from the state-controlled NTV station, which has been used by the Kremlin for hatchet jobs against its political foes.

Russian officials have searched up to 2,000 NGOs in the past month, according to Pavel Chikov, a member of the presidential human rights council.

Memorial among hundreds of NGOs searched in Russia

Russian prosecutors are searching the offices of Memorial, one of the country’s oldest and most respected rights groups, as part of a new campaign targeting hundreds of nongovernmental organizations across the country.

In a letter sent Thursday to Russia‘s prosecutor general, the Kremlin’s presidential human rights council says it has been flooded in recent days with complaints from NGOs, and asks for an explanation.

Pavel Chikov, a member of the council, told the Associated Press that up to 2,000 organizations have been searched. He said the scale of the campaign is unprecedented.

On Thursday, prosecutors turned up without notice in the Moscow offices of Memorial, an organization that documents right abuses.

President Vladimir Putin has long been suspicious of NGOS, especially those that receive foreign funding.
