Bhutan officials count votes in 2nd-ever elections

Hundreds of thousands of people in the tiny Himalayan nation of Bhutan went to the polls Saturday to elect a government in the country’s second parliamentary elections.

Officials began counting the votes after polls closed, and the results were expected to be made public on Sunday, Chief Election Commissioner Kunzang Wangdi said. Nearly 382,000 people were eligible to cast their vote to elect a 47-member National Assembly.

“Preliminary estimates indicate that more than 80 percent of the electorate has voted,” Wangdi said.

Primaries held in May had eliminated three of five political parties, leaving Bhutan’s ruling Peace and Prosperity Party and the main opposition People’s Democratic Party in the fray.

The remote nation of about 738,000 held its first election in 2008 after King Jigme Khesar Namgyel Wangchuk voluntarily reduced the monarchy’s role in running the country.

Prior to Saturday’s voting, election authorities had set up 850 polling stations, including in hard-to-reach mountain villages.

Long lines snaked out from polling stations throughout the day, with people coming out in droves to choose their representatives.

Authorities sealed off Bhutan’s borders with neighboring India, and the Bhutanese army assisted the country’s small police force to ensure that the elections passed peacefully, Wangdi said.

International poll observers from Britain, India and the European Union were in Bhutan, Wangdi said.

“The international observers are free to travel to any polling station to see the poll being conducted,” he said.

In the May primaries, the governing Druk Phuensum Tshogpa, or Peace and Prosperity Party, headed by outgoing Prime Minister Jigmi Y. Thinley, secured 45 percent of the vote compared to the opposition PDP’s 35 percent.

Campaigning ahead of Saturday’s elections was largely subdued, with the 94 candidates holding small public meetings and rallies and participating in debates on state-run television.

In a bid to keep the elections free, the election commission prohibited candidates from offering food, including the customary cheese and beer, to people attending the rallies.

SAN DIEGO–(BUSINESS WIRE)– ACADIA Pharmaceuticals Inc. (NAS: ACAD) , a biopharmaceutical company focused on innovative treatments that address unmet medical needs in neurological and related central nervous system disorders, today announced that the U.S. Food and Drug Administration (FDA) has agreed that the data from the pivotal Phase III -020 study, together with supportive data from other studies with pimavanserin, are sufficient to support the filing of a New Drug Application (NDA) for the treatment of Parkinson’s disease psychosis (PDP). As a result, ACADIA will no longer conduct the Phase III -021 study that was planned as a confirmatory trial and was scheduled to be initiated later this month.

ACADIA is currently focused on completing the remaining elements of its pimavanserin PDP development program that are needed for submission of an NDA. These include customary supportive studies, such as drug-drug interaction studies, and CMC development, such as stability testing of registration batches. Subject to changes that could result from future interactions with the FDA or other developments, ACADIA is currently targeting an NDA submission near the end of 2014. While the FDA has agreed to accept and review an NDA for pimavanserin on the basis of ACADIA‘s positive pivotal -020 study, along with supportive efficacy and safety data from other pimavanserin studies, the NDA will be subject to a standard FDA review to determine whether the filing package is adequate to support approval of pimavanserin for PDP.

LRR Energy, L.P. to Acquire Oil and Gas Producing Properties in Oklahoma from Lime Rock Resources

HOUSTON–(BUSINESS WIRE)– LRR Energy, L.P. (NYS: LRE) (“LRR Energy” or “LRE“) announced today that it signed a definitive agreement to acquire oil and natural gas properties in the Mid-Continent region in Oklahoma and crude oil hedges from its sponsor, Lime Rock Resources, for a purchase price of $38.2 million, subject to customary purchase price adjustments. The effective date of the transaction will be April 1, 2013, and closing of the transaction is expected to occur on or about April 1, 2013, and is subject to customary approvals and closing conditions. LRE plans to finance the transaction with borrowings under its existing revolving credit facility.

Terms of the transaction were approved on March 18, 2013, by the Board of Directors of the general partner of LRE. The Board’s conflicts committee, which is comprised entirely of independent directors, approved the terms of the transaction on March 18, 2013.

Luis de Bethencourt: Primeval C: two very early compilers

Dennis Ritchie, the creator of the C programming language and co-creator of UNIX operating system, had been curating some old DECtapes, and he offered some of the artifacts. Unfortunately existing tapes lack interesting things like earliest Unix OS source, but some indicative fossils have been prepared for exhibition.

“As described in the C History paper, 1972-73 were the truly formative years in the development of the C language: this is when the transition from typeless B to weakly typed C took place, mediated by the (Neanderthal?) NB language, of which no source seems to survive. It was also the period in which Unix was rewritten in C.

In looking over this material, I have mixed emotions; so much of this stuff is immature and not well-done, and there is an element of embarrassment about displaying it. But at the same time it does capture two moments in a period of creativeness and may have some historical interest.

Two tapes are present here; the first is labeled “last1120c”, the second “prestruct-c”. I know from distant memory what these names mean: the first is a saved copy of the compiler preserved just as we were abandoning the PDP-11/20, which did not have multiply or divide instructions, but instead a separate, optional unit that did these operations (and also shifts) by storing the operands into memory locations. “prestruct-c” is a copy of the compiler just before I started changing it to use structures itself.

It’s a bit hard to get really accurate dates for these compilers, except that they are certainly 1972-73. There are date bits on the tape image, but they suffer from a possible off-by-a-year error because we changed epochs more than once during this era, and also because the files may have been copied or fiddled after they were the source for the compiler in contemporaneous use.

The earlier compiler does not know about structures at all: the string “struct” does not appear anywhere. The second tape has a compiler that does implement structures in a way that begins to approach their current meaning. Their declaration syntax seems to use () instead of {}, but . and -> for specifying members of a structure itself and members of a pointed-to structure are both there.”
