Woman accused of providing gun used to kill Colorado prisons chief

The Colorado Bureau of Investigation agents on Wednesday arrested a woman accused of illegally transferring the gun authorities say was used to kill Colorado’s prisons chief.

Investigators believe Stevie Marie Vigil, 22, of Commerce City, legally bought the firearm from a licensed dealer in the Denver suburb of Englewood and transferred it to Evan Ebel, who was a felon who couldn’t legally possess a firearm, the CBI said.

Ebel is suspected in the shooting deaths of Colorado Department of Corrections head Tom Clements on March 19 and of Nathan Leon, who was shot March 17 while working as a pizza delivery driver in the Denver area.

Ebel died after a shootout in Texas last week. El Paso County, Colo., sheriff’s investigators have said the gun Ebel used in the shootout was the same weapon used to kill Clements when he answered the front door of his home.

The identity of the Englewood firearms dealer wasn’t disclosed. Authorities described the dealer as “extremely cooperative” and said the dealer had no knowledge of Vigil’s alleged actions after buying the gun.

Vigil was being held on one felony count of unlawful purchase of a firearm. Her bail was set at $25,000.

Records associated with her arrest have been sealed, and an El Paso County sheriff’s office spokesman didn’t immediately respond to an email seeking comment.

THE WOODLANDS, Texas–(BUSINESS WIRE)– CB&I (NYS: CBI) announced today it has been awarded a contract valued in excess of US$80 million by JKC Australia LNG Pty Ltd. The scope of work includes the engineering, procurement, construction and pre-commissioning for non-cryogenic storage tanks for the Ichthys Project LNG facilities in Darwin, Northern Territory, Australia.

“We are pleased to continue our relationship with JKC on this project,” said Luke Scorsone, Executive Vice President and Group President, Fabrication Services. “This award builds on CB&I’s involvement in many of the major LNG and other oil and gas projects in this region, and we are well positioned to support the infrastructure development needs of these important projects.”

Project completion is scheduled for 2015.

THE WOODLANDS, Texas–(BUSINESS WIRE)– CB&I (NYS: CBI) announced today it has entered into an agreement with Phillips 66 (NYS: PSX) to acquire the company’s E-Gas™ Technology business.

The E-Gas™ solids gasification technology is a commercially proven process to convert coal or petroleum coke (petcoke) into syngas, which can be used for power generation or further converted to substitute natural gas, hydrogen and downstream methanol-related chemicals production.

“We look forward to adding the E-Gas™ Technology to our portfolio, which will mark our entry into the syngas value chain. It also will bring added synergy to our delayed coking technology offering for integrated power generation, and other options to the refining and power industries,” said Daniel McCarthy, group president of CB&I’s Technology operating group.

Indian gov't raids home of former political ally

India‘s main law enforcement body has sparked a political firestorm by raiding the house of a top politician hours after his party withdrew from the governing coalition.

Agents from the Central Bureau of Investigation searched M.K. Stalin’s house in connection with a case investigating the importation of cars without the payment of taxes.

Stalin is second in command of the Dravida Munnetra Kazhagam party. The Tamil Nadu-based party officially pulled out of the government late Wednesday in a dispute over India‘s stance toward Sri Lanka‘s post-civil war conduct.

Political leaders across India accused the government of misusing its power to punish an erstwhile ally.

The government and the CBI denied the accusations, but Finance Minister P. Chidambaram said he disapproved of the raid because it was likely to be misconstrued.

THE WOODLANDS, Texas–(BUSINESS WIRE)– CB&I (NYS: CBI) announced today that it has been awarded a contract by SK gas, South Korea’s largest importer and distributor of liquefied petroleum gas (LPG), for the license and engineering design of a grassroots propane dehydrogenation (PDH) unit to be built in Ulsan, Korea. Startup is expected in 2016.

The unit will use the CATOFIN® dehydrogenation process from Lummus Technology to produce 600,000 metric tonnes per year of propylene. “We are pleased to be able to provide this cost-effective and reliable route to on-purpose propylene to meet SK gas’ plans to expand their product portfolio,” said Daniel McCarthy, president of CB&I’s Technology operating group. “This PDH unit will be the largest in Korea.”

Propylene is a building block used to produce a variety of products including plastics and solvents.

India awaiting evidence on Italian helicopter deal

India‘s defense minister said Tuesday that it was too early to cancel a multimillion-dollar deal with Italian company Finmeccanica over charges it paid bribes to clinch the sale of 12 helicopters to India.

The government would not go by media reports but would wait for evidence of any wrongdoing before acting to scrap the deal, A.K. Antony told reporters.

India placed the $750 million contract on hold last week after the Italian defense group’s chief executive was arrested in Milan on charges he paid bribes to obtain the contract. Giuseppe Orsi denies wrongdoing.

The Defense Ministry last week ordered the CBI, India‘s equivalent of the United States’ FBI, to investigate the deal and a team of officials was in Italy to get details of the contract.

Antony said the government would place all facts before Parliament.

“The government has nothing to hide. We will find the truth and punish the guilty,” he said.

India signed the contract with the company’s helicopter division, AgustaWestland, in 2010. Three of the 12 helicopters were delivered in December.

Antony said the agreement with Finmeccanica includes an integrity clause against bribery or the use of undue influence. Under the terms of the clause, if any person or the company is found to have bribed officials or made any kind of payoff, the agreement can be scrapped and the firm blacklisted.

“But we cannot act unless we have some evidence. If we get any evidence of wrongdoing, we will go to any extent to take action,” Antony said.

India is expected to spend $80 billion over the next 10 years to upgrade its antiquated military.

The country has become the world’s top arms and defense equipment buyer in recent years as it tries to keep up with China‘s growing power in the region and with longtime rival and neighbor Pakistan.

India accounted for 9 percent of all international arms imports from 2006 to 2010, and is expected to keep the top spot for the foreseeable future as it upgrades its air force, army and navy.
