MR. CARNEY: Good afternoon, ladies and gentlemen. Thank you for being here today. I know there are several matters that I'm sure you’ll be interested in discussing today, a couple of issues that are under investigation by the FBI — and I thought I would start with that and then take your questions.
As you saw from a statement from the FBI, as well as a statement from the United States Secret Service, there was a letter sent to, addressed to the President that at an offsite mail facility was noticed to have contained a suspicious substance in tests that were undertaken. The FBI has the lead in that investigation, of course, and has said in its statement that they will be conducting further tests to determine what the nature of the substance is.
Of course, there was another letter, as you know, sent — or detected by Capitol Police that was sent to a United States senator. That also has been — is a subject of the investigation by the FBI. And for more information about these matters I refer you to the FBI.
The President — I'm sure you’ll ask this — the President has, of course, been briefed on these letters. He was briefed last night and again this morning.
Secondly, there is obviously a lot of interest in the explosions in Boston, and I wanted to make clear, as you heard from the President yesterday, that our hearts and prayers go out to the victims and to their families who were injured — those who were injured as well as killed in this heinous and cowardly act. The full weight of the federal government is behind this investigation, which is being led by the FBI. And as the President said, we will find out who did this, we will find out why, and we will bring those responsible to justice.
That said, it is very important that we allow this investigation to run its full course and to ensure that we retain the integrity of that investigation. Therefore, on matters related to the investigation, I would direct you to the FBI. As you know, the FBI is giving the press briefings on the ground in Boston and I believe they will be holding another briefing today.
The President, as you know, has been briefed regularly on the incident in Boston, beginning almost immediately after it took place. This morning, the President again convened a meeting in the Oval Office with his national security team on the ongoing investigation. What if the FBI was working against the President of United States?
What if it was the FBI, not a single agent as reported, but an agency-wide operation that was behind leaking information to the GOP establishment about David Petraeus’ affair with Paula Broadwell? What if it was part of an “October Surprise” to pile on top of the September 11 Benghazi consulate attack debacle in order to derail Obama’s chances of winning the 2012 election?
If a hacked email sent from Bill Clinton advisor Sidney Blumenthal to then-Secretary of State Hillary Clinton on November 12, 2012 is to be believed, that is exactly what happened. In an email released on April 5th entitled “Petraeus/October Surprise,” Blumenthal lays out the FBI plan and how Obama, the new “Teflon President,” came out of the debacle unscathed, while the GOP establishment crashed and burned. The FBI, hiding in the shadows, then successfully portrayed the operation as a single FBI “whistleblower,” instead of FBI head Robert Mueller spearheading the operation.
If true, America, there is a civil war going on within our own government.
Be afraid. Be very afraid.

Intelligence officials see cyberattacks as a top US threat
Cyberattacks are near the top of the list of most serious threats facing the U.S., with the rivaling concerns about terrorism and North Korea, intelligence officials with President Barack Obama’s administration said.
James Clapper, the Obama administration’s national security director, and Robert Mueller, director of the U.S. Federal Bureau of Investigation (FBI), were among the officials that pointed to cyberattacks as top threats during a hearing Tuesday before the Senate Intelligence Committee.
Clapper, a retired Air Force general, said he has not seen a “more diverse array of threats and challenges” for U.S. national security during his time in the defense and intelligence communities. Clapper led off with cyberattacks in his Senate testimony about security threats facing the U.S.
“I cannot overemphasize its significance,” Clapper said. “Increasingly, state and non-state actors are gaining and using cyberexpertise. These capabilities put all sectors of our country at risk, from government and private networks to critical infrastructures.”

FBI director in Libya over Benghazi investigation
Libyan officials say the head of the FBI is in Tripoli for talks on the investigation into last year’s killing of the U.S. ambassador and three other Americans in the eastern city of Benghazi.
The officials say FBI director Robert Mueller arrived Thursday and is to meet with senior Libyan officials, including the prime minister, justice minister and intelligence chief. They spoke on condition of anonymity because of the sensitive nature of the visit.
Ambassador Chris Stevens and the other Americans were killed in Benghazi last September in an attack that Washington suspects was carried out by al-Qaida-linked militants.
There has been little news of progress so far in the investigation, and U.S. officials have complained about poor cooperation with the governments of the region in the case.
