UN panel: Libyan weapons spread at alarming rate

A U.N. panel says Libyan weapons are spreading at “an alarming rate” to new territories in west Africa and the eastern Mediterranean including Syria and the Gaza Strip where they are fueling conflicts and enriching the arsenals of armed groups and terrorists.

It said cases of illicit transfers from Libya in violation of a U.N. arms embargo that have been proven and are still under investigation involve more than 12 countries and include heavy and light weapons such as portable air defense systems, explosives, mines, and small arms and ammunition.

In a report to the U.N. Security Council circulated Tuesday, the panel said that since the uprising that ousted dictator Moammar Gadhafi “Libya has over the past two years become a significant and attractive source of weaponry in the region.”

Ex-Libyan rebel offers to settle with UK govt

A Libyan military commander suing the British government over its alleged role in his detention and rendition has offered to settle his case for 3 pounds ($4.50) and an apology.

Abdel Hakim Belhaj is suing the British government, former Foreign Secretary Jack Straw and the former head of the MI6 spy agency.

Belhaj was arrested in 2004 in Bangkok and returned to Moammar Gadhafi’s Libya, where he spent years in prison.

He says he will drop the case in return for a token 1 pound compensation from each defendant along with an apology and an admission of liability.

Belhaj said in a statement Monday that he wants to lay to rest the misconception he is suing for personal enrichment.

British ministers have always denied any complicity in rendition or torture.
