Renee Ellmers: Cancer Patients Were Where ‘We Should’ve Gone First’ To End Sequestration (VIDEO)

Rep. Renee Ellmers (R-N.C.) appeared on Wednesday’s edition of “All in With Chris Hayes,” admitting that the government’s priorities on sequestration were not carried out in the right order.

Ellmers introduced a bill last month aimed at preventing sequestration cuts from harming cancer patients on Medicare. As of April 1, payments under that plan for cancer-related drugs and services suffered a two percent cut. Two days later, The Washington Post detailed how that hit displaced thousands of cancer patients, leaving them long distances or hospital capacity issues.

On Wednesday, President Barack Obama signed a bill ending furloughs on air traffic controllers — a measure that swiftly passed the House and Senate over a two-day span. When asked by Hayes what her reaction was to Congress fixing the FAA’s situation first, Ellmers leveled about how she felt.

Obama’s ‘Permission Structure’ Phrase Draws Attention

WASHINGTON, May 1 (Reuters) – It sounds like something teenagers need before borrowing their parents’ car, but “permission structure” is actually a phrase being tossed around by President Barack Obama to describe his efforts to make deals with Republicans.
At a news conference on Tuesday, Obama expressed frustration with resistance to his ideas among congressional Republicans, saying that he thought “deep down” some of them wanted to “do the right thing” but worry about such consequences as being challenged in primary elections.
He said the only way to break the impasse might be to “create a permission structure” to allow them to do what’s best for the country.
The phrase puzzled reporters and was mocked by Republicans seeking to highlight what they see as Obama’s ineffectiveness in pushing his agenda in Congress.
The term “permission structure” has been around for years, in politics and marketing. It was once defined by a marketing executive as pushing “the proper buttons that need to be pushed” to get people to purchase a product they otherwise would shun.
A famous Chicago politician, former Representative Dan Rostenkowski, was said to have gotten re-elected amid a scandal by winning the endorsements of respectable allies, thus giving voters a “permission structure” that enabled them to vote for him.
White House spokesman Jay Carney, asked about it Wednesday, told reporters the phrase is “common usage” around the White House.
In the case of the budget talks, a “permission structure” might involve Obama agreeing to cuts in cherished social safety-net programs, which would then create the conditions where Republicans might be able to support his demand for closing tax loopholes and deductions enjoyed mostly by the wealthy.

Chris Kelly Dead: Kris Kross Rapper Dies At Age 34

Chris Kelly, member of the rap group Kris Kross, is dead, an investigator with the Fulton County Medical Examiner’s Office confirmed to the Huffington Post. Kelly was 34.

Pentagon Ready To Ask Congress For Sequestration Break

WASHINGTON, May 1 (Reuters) – The Pentagon is preparing to ask Congress soon for more authority to shift funds to cope with automatic spending cuts, confronting lawmakers with another exception to the “sequester” just days after they gave a break to the flying public and the airline industry.
The request may be sent to the House of Representatives’ Appropriations Committee as early as next week, a House Republican aide said on Wednesday.
The Pentagon won increased budget flexibility in March, but officials have told members of Congress they believe it was insufficient to cover shortfalls in training and operations.
The Defense Department move would follow closely the fix last week to ease airline flight delays caused by the temporary furloughs of air-traffic controllers by the Federal Aviation Administration.
The cuts, known as “sequestration,” were originally hatched by Washington in 2011 as a way to force the White House and Congress to find an alternative budget deal rather than have spending cuts kick in automatically.
But policymakers failed to reach such a deal earlier this year and the cuts – totaling $109 billion for the current fiscal year – took effect on March 1.
Defense spending has taken the single biggest hit from the automatic cuts, with a $46 billion reduction through the Sept. 30 end of the fiscal year.
One House aide said the request would cite a shortfall in war-fighting because of higher than expected costs of withdrawing from Afghanistan.
Pentagon officials paved the way for the move in testimony to congressional committees over the past few weeks in which they expressed worries about the sequester’s impact on military readiness, particularly with tensions rising in Syria and Korea.

California Gun Control Bill, SB 140, Signed Into Law By Jerry Brown

California Governor Jerry Brown signed into law Wednesday a measure that increases funding to confiscate the tens of thousands of weapons owned illegally throughout the state.

SB 140, authored by Mark Leno (D-San Francisco), allocates $24 million to identify and seize assault weapons owned by convicted criminals and individuals with serious mental illnesses.

“Today, each California community is a step closer to being safer,” Senate President Pro Tem Darrell Steinberg (D-Sacramento) said in a statement. “This swift action by the Legislature and the Governor to enforce the laws we already have is a wise and worthy investment to reduce gun violence.”
