How do I stop paint peeling by painting latex over oil based

I'm: Jr. John
I have a house that was built in the 1920's with oil based paint within the entire house. I can paint latex paint over it and it lasts for a number of years. However, during the temperature changes from summer to winter and time for the oils within the paint beneath to displace the latex paint, paint peel occurs and leaves me with only a mess.

I'm sure there is a way to put latex on top of oil, but I've not learned of how that may be accomplished. I would very much appreciate any assistance.
